POSITION SUMMARY:

Through motivational, on-site, hands-on benefits counseling, the Department of Veterans Affairs will ease a military member's transition out of uniform and into civilian life. Under specific guidance from the Department of Veterans Affairs (VA) and using information provided by the VA, this job will provide high quality counseling, planning information and consulting services to all service members and their dependents on all VA benefits and VA programs within the MCAS Miramar community.

RESPONSIBILITIES:

- Educate military members and dependents on all VA benefits and programs available. In a group setting, provide clear briefings and printed information intended to answer questions on all the VA benefits and programs for which a military member and/or dependent may be eligible. Additionally, on an individual case-by-case basis, provide tailored consultation to specifically address a particular military member's or dependent's need.
- Provide counsel and assistance as military members and dependents apply online for VA benefits and programs to include completing VA web-based applications.
- Review and maintain on-site reference materials readily available to support counseling in order to provide the highest quality service to the customer.
- Provide follow-up on a case-by-case basis to ensure optimal outcomes.
- Collect common questions and/or misconceptions on VA benefits and programs and provide regular feedback to the on-site supervisor in order to improve VA's dissemination of information worldwide.
- Performance of this job will require a wide range of communications skills to include occasional classroom instruction, email exchange, telephone consultation, and/or individual face-to-face meetings.

MINIMUM REQUIREMENTS:

- Typically requires a Bachelor's Degree. Military service and/or counseling experience and an Associate's Degree will be considered as possible substitute for education.
- A minimum of 10 years of relevant experience, eight of which must be as an Active Duty military service member in any of the United States Armed Forces (U.S. Army, U.S. Navy, U. S. Marine Corps, U.S. Air Force, U.S. Coast Guard). Twenty years of relevant experience is preferred.
- Should have some counseling experience to include preparing, conducting, and following-up.
- Must possess high quality, oral, and written communication skills.
- Must possess the ability to learn information within a reasonable period for preparation.

Position Summary:

Responsibilities:

- Provides basic technical consultation and hands-on IT assistance to the VA Benefits on-site office at MCAS Miramar. Direct report to the VA Benefits office on-site Team Chief.
- Troubleshoots, analyzes and solves day-to-day IT and data base issues and concerns for the MCAS Miramar office, with the ability to research solutions if more complex IT problems arise.
- Provide IT support for on-site Instructor's during classroom or small group setting presentations on VA Benefits and programs.
- Provide IT support to on-site Counselors as they assist military members and dependents in completing VA web based, online applications.
- Works with and interfaces with VA Headquarters IT organization on IT configurations, testing, upgrades, and assists the MCAS Miramar office in validating system-wide changes, as required.
- Maintains required databases and prepares reports to assist the on-site team members.
- Maintains file servers and controls local network access.
- Coordinate all IT issues with the MCAS Miramar installation IT organization.

Instructors will provide follow-up on a case by case basis to ensure optimal outcomes.
- On an individual case-by-case basis, provide tailored instruction to specifically address a particular military member's or dependent's need.

(1) developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses;

(2) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements;

(3) Assessing workplace data, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards;

(4) Assisting the customer with designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; and

(5) training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

As an emerging expert, responsible for the development and implementation of occupational safety and health (OSH) strategies, policies, procedures and processes to achieve optimal control or reduction of hazards and exposures, which may harm people and/or property.

RESPONSIBILITIES:

Provides safety and health consulting services, working closely with customer personnel and program leadership team to assure alignment of strategies across geographic divisions, and to assure that program needs and requirements are met.

Manages safety and health program elements and monitors processes for compliance with applicable standards, monitors OSH performance and benchmarks against the industry performance.

Identifies and communicates best practices within and across geographic and administrative regions, with headquarters, and to the leadership team.

Engages in diverse tasks including overseeing training and the implementation of training programs, report writing, plan development and implementation, attending meetings, and giving presentations.

Accountable for OSH input into the financial year plan development and implementation.

Attends meetings on matters affecting occupational safety and health and might travel to visit field activities, to inspect or survey workplaces, processes, products, or other systems for compliance as directed by the customer.

Develops procedures and implements processes which have been established to assure compliance with applicable standards, requirements, processes and identified best practices.

Participates in diverse activities such as plan development and implementation, performance data quality review, incident investigation report review, and performance assessments.

Mentors workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

Serves as a technical or procedural advisor to operational counterparts.

Provides team leadership to other OSH Specialists.

EDUCATION &amp; EXPERIENCE:

Requires a bachelor-level degree in a safety, technical, scientific, or engineering discipline, and 7 to 9 years of relevant safety or industrial hygiene experience and an in-depth knowledge of federal, state, and local safety legislation as they apply to industrial organizations. Professional certification as a Certified Safety Professional or a Certified Industrial Hygienist is required.

PHYSICAL DEMANDS:

Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
