Duties and Responsibilities:

Long Summary

This is an developmental level position within the Warehouseman occupational specialty, with positions located at the customer's warehouse facility. Warehousemen at the entry/developmental level work under close daily contractor supervision and are assigned to one of the following three warehouse work units: Dock Operations, Stock Management, or Property Reutilization. Entry/developmental warehousemen are expected to develop a proficiency in the duties of that work unit. As the entry/developmental warehouseman develops his/her skills in one work area, he/she is given opportunities to cross-train in the other warehouse areas. Entry/developmental warehousemen are also trained to operate forklifts and other material handling equipment.

Short Summary

Warehousemen at the developmental level work under close daily contractor supervision and are assigned to one of the following three warehouse work units: Dock Operations, Stock Management, or Property Reutilization. Entry/developmental warehousemen are expected to develop a proficiency in the duties of that work unit.

Duties/Tasks and Responsibilities

With substantial guidance, performs duties in one or two of the following work units: Dock Operations, Stock Management, and Property Reutilization.

Dock Operations

1. Unloads materials.

- Unloads trucks by hand or by using material handling equipment (i.e. forklifts, pallet jacks).
- Inspects material for damage.
- Reviews manifests, packing lists, and other documentation to ensure material is correctly addressed, labeled, and that the correct number of boxes is received.

2. Receives materials.

- X-rays incoming materials following warehouse guidelines on security inspections. Contacts Special Protective Staff regarding any suspicious materials received.
- Verifies contents of materials received against packing lists and vendor manifests.
- Updates the receiving database from manifests and packing lists.
- Resolves discrepancies by contacting vendors, customers, and/or shippers.
- Prints packing slips and labels and affixes to material.
- Segregates and stages material based on final disposition (i.e. packing, stock, or cross dock).

3. Loads cross dock materials.

- Using material handling equipment as required, loads materials onto trucks in accordance with weight distribution guidelines and limitations.

Stock Management

1. Fills orders/retrieve materials.

- Prints customer initiated pick tickets from the computer database and verifies the location of the item.
- Retrieves material utilizing material handling equipment as necessary.
- Updates stock inventory database to record that the order has been filled, entering the destination, number of pieces picked, etc.
- Prints packing slips and labels and affix to material.
- Moves material to appropriate transition point (i.e. packing or onward transportation).

2. Obtains materials from Dock Operations for storage.

- Updates stock inventory database, confirming stock number and allocation numbers.
- Determines if incoming material is for stock (inventoried) or bulk storage.
- Consolidates loose items whenever possible.
- Determines storage location based on size, stock number, and customer requirements.
- Tags material with location number.
- Places material in selected area, utilizing material handling equipment as necessary.
- Updates stock inventory database with material quantity and location.

3. Collects data for customer billing purposes.

- Determines total storage space occupied by individual customer.
- Consolidates materials to minimize costs to customer.
- Records space utilized per customer in stock inventory database.

4. Practices quality assurance.

- Conducts continuous inventories of all stock items.
- Inventories high dollar value items on a frequent basis.
- Verifies all stock activity (i.e. receipts and picks).
- Examines storage areas to ensure correct labeling and adherence to safety standards.

Property Reutilization

1. Reviews/approves property reutilization requests.

- Screens customer requests in the property reutilization database and approves them when the form is completely filled out.
- Verifies contents of materials received against the information in the property reutilization database.
- Separates materials for reuse, secure disposal, or recycling.
- Marks material designated for secure disposal and label items identified for reuse.
- Updates property reutilization database to reflect the final disposition (i.e. reuse, secure disposal, recycling). Forwards all material to security for inspection, regardless of final disposition.

2. Processes material determined for reuse:

- After material is returned following security inspection, loads material onto pallets; shrink wraps; documents; loads onto a trailer; and prepares manifest for shipment to GSA.
- Makes arrangements with Trucking Operations to deliver material to GSA.
- Updates the property reutilization database to reflect disposition.

3. Processes materials to be disposed of securely:

- After material is returned following security inspection, destroys material by using either an industrial shredder or by disassembling the items to make them unrecognizable.
- Updates the property reutilization database to reflect disposition.

4. Processes materials to be recycled:

- After material is returned following security inspection, weigh material and moves it to recycling staging area.
- Makes arrangements with recycling company to pick up material.
- Manifests material to be recycled.
- Loads and seals recycling truck and obtains driver's signature on manifest.
- Updates the property reutilization database to reflect disposition.

5. The entry/developmental level warehouseman must also perform other duties as assigned, depending on surge and other requirements.

Knowledge, Skills, and Abilities

- Ability to obtain a basic knowledge of the customer and Logistics policies and regulations that pertain to storage, shipping, and handling of materials (to include specialized materials.
- Ability to obtain a basic understanding of the Working Capital Fund business operating procedures.
- Basic knowledge of cover and how it pertains to warehouse operations.
- Some knowledge of Windows-based computer applications.
- Good interpersonal and customer service skills.
- Ability to operate various material handling equipment in accordance with safety requirements and procedures.
- Ability to safely move material of various sizes and weights throughout the warehouse and onto and off trucks.
- Materials may include crates, furniture, electronics, HAZMAT, lumber, vehicles, 55-gallon drums, and military items.
- Ability to lift up to 70 lbs.
- Ability to operate an industrial shredder in accordance with safety requirements and procedures.
- Ability to exercise good judgment in decision making and creative in problem solving (i.e. maximize space, handle the wide range of materials received, deal with multiple customers and priorities, and resolve inventory discrepancies.)
- Ability to read and understand manifests and other documents.
- Ability to maintain accurate records.
- Good interpersonal and customer service skills.
- Ability to work well in a team environment.

Supervision Received and Given

Received: Close to general supervision is provided to the employee by a first-line contractor supervisor, with the employee exercising some judgment in accordance with established policies, procedures, and techniques.

Given: None.

Work Environment

Work is performed in a temperature-controlled warehouse on concrete floors where there is exposure to moving vehicles, fumes, noise, dust, and cramped spaces. Work involves a significant amount of standing, walking, bending, and lifting (up to 70 lbs). Frequent use of computer terminals is also required, as well as occasional work outdoors in all weather conditions.

- Measures and cuts wood to build crates for shipping non-standard materials such as vault doors, small generators, communications equipment, etc.
- Determines the appropriate packing materials for crating.
- Prepares appropriate shipping documentation and labeling as required for surface and/or air transportation as appropriate.

2. Assists senior craters in the most complex crating activities that require non-standard/custom crates.

- Assists with blocking, bracing, and cushioning for delicate/fragile materials.
- Assists in designing and assembling crates to transport non-standard items to include but are not limited to boats, trucks/cars, delicate/fragile high value items, etc.

3. Performs other duties as assigned.

- Measures and cuts wood to build crates for shipping non-standard materials such as vault doors, small generators, communications equipment, etc.
- Determines the appropriate packing materials for crating.
- Prepares appropriate shipping documentation and labeling as required for surface and/or air transportation as appropriate.

2. Assists senior craters in the most complex crating activities that require non-standard/custom crates.

- Assists with blocking, bracing, and cushioning for delicate/fragile materials.

Duties/Tasks and Responsibilities

With substantial guidance, performs duties in one or two of the following work units: Dock Operations, Stock Management, and Property Reutilization.

Dock Operations

1. Unloads materials.

- Unloads trucks by hand or by using material handling equipment (i.e. forklifts, pallet jacks).
- Inspects material for damage.
- Reviews manifests, packing lists, and other documentation to ensure material is correctly addressed, labeled, and that the correct number of boxes is received.

2. Receives materials.

- X-rays incoming materials following warehouse guidelines on security inspections. Contacts Special Protective Staff regarding any suspicious materials received.
- Verifies contents of materials received against packing lists and vendor manifests.
- Updates the receiving database from manifests and packing lists.
- Resolves discrepancies by contacting vendors, customers, and/or shippers.
- Prints packing slips and labels and affixes to material.
- Segregates and stages material based on final disposition (i.e. packing, stock, or cross dock).

3. Loads cross dock materials.

- Using material handling equipment as required, loads materials onto trucks in accordance with weight distribution guidelines and limitations.

Stock Management

1. Fills orders/retrieve materials.

- Prints customer initiated pick tickets from the computer database and verifies the location of the item.
- Retrieves material utilizing material handling equipment as necessary.
- Updates stock inventory database to record that the order has been filled, entering the destination, number of pieces picked, etc.
- Prints packing slips and labels and affix to material.
- Moves material to appropriate transition point (i.e. packing or onward transportation).

2. Obtains materials from Dock Operations for storage.

- Updates stock inventory database, confirming stock number and allocation numbers.
- Determines if incoming material is for stock (inventoried) or bulk storage.
- Consolidates loose items whenever possible.
- Determines storage location based on size, stock number, and customer requirements.
- Tags material with location number.
- Places material in selected area, utilizing material handling equipment as necessary.
- Updates stock inventory database with material quantity and location.

3. Collects data for customer billing purposes.

- Determines total storage space occupied by individual customer.
- Consolidates materials to minimize costs to customer.
- Records space utilized per customer in stock inventory database.

4. Practices quality assurance.

- Conducts continuous inventories of all stock items.
- Inventories high dollar value items on a frequent basis.
- Verifies all stock activity (i.e. receipts and picks).
- Examines storage areas to ensure correct labeling and adherence to safety standards.

Property Reutilization

1. Reviews/approves property reutilization requests.

- Screens customer requests in the property reutilization database and approves them when the form is completely filled out.
- Verifies contents of materials received against the information in the property reutilization database.
- Separates materials for reuse, secure disposal, or recycling.
- Marks material designated for secure disposal and label items identified for reuse.
- Updates property reutilization database to reflect the final disposition (i.e. reuse, secure disposal, recycling). Forwards all material to security for inspection, regardless of final disposition.

2. Processes material determined for reuse:

- After material is returned following security inspection, loads material onto pallets; shrink wraps; documents; loads onto a trailer; and prepares manifest for shipment to GSA.
- Makes arrangements with Trucking Operations to deliver material to GSA.
- Updates the property reutilization database to reflect disposition.

3. Processes materials to be disposed of securely:

- After material is returned following security inspection, destroys material by using either an industrial shredder or by disassembling the items to make them unrecognizable.
- Updates the property reutilization database to reflect disposition.

4. Processes materials to be recycled:

- After material is returned following security inspection, weigh material and moves it to recycling staging area.
- Makes arrangements with recycling company to pick up material.
- Manifests material to be recycled.
- Loads and seals recycling truck and obtains driver's signature on manifest.
- Updates the property reutilization database to reflect disposition.

5. The entry/developmental level warehouseman must also perform other duties as assigned, depending on surge and other requirements.

- Ability to obtain a basic knowledge of the customer and Logistics policies and regulations that pertain to storage, shipping, and handling of materials (to include specialized materials.
- Ability to obtain a basic understanding of the Working Capital Fund business operating procedures.

·     At least 3-5 years of intelligence, security, or law-enforcement experience.

·     Considerable knowledge and experience related to the installation, de-installation, configuration, operating, testing, troubleshooting, and maintaining of:

o Secure Satellite systems terminals
o High-speed data links
o Multiplexers
o Customer equipment
o Matrix switches
o UHF equipment
o HF/ALE equipment
o Commercial Satellite terminals

·     Ability to adhere to security and safety standards and applicable customer communications policies and procedures.

The clearance level required is dependent on the type of clearance supported by our client.

Desired Qualifications:

·     College degree is preferred.

·     Prior Watch / Operations experience

·     Strong oral communications skills

·     Proven track record working in a fast pace environment while multitasking

·     Considerable knowledge of operations, maintenance, and management of communications security systems including customer equipment and AIS accounts is a plus.

·     Demonstrated ability to monitor and assess technical equipment for security vulnerabilities

·     Ability to research and write clear, concise, and effective correspondence
Possess well-developed interpersonal skills needed to interface with technical support personnel and to facilitate the resolution of complex problems while representing the organization in a professional manner.
