Description

SpecificDuties and Responsibilities:

Under minimal supervision performs research, analysis, and database updates as needed in the Training Resource Model (TRM), in support of the Army Special Operations Forces. Scope of duties includes integration of the commands training requirements into a resource model that supports the Planning, Programming, Budget and Execution (PPBE) process. Conducts logical analysis of management and training problems and constraints, and designs mathematical equations which offer viable solutions and impacts of alternative courses of action. Identifies and recommends any resource model changes necessary to meet any unique needs of the Army Special Operations Forces, both unit operating considerations as well as soldier costs. Knowledge in the analysis and evaluation of programs and issues related to manpower, materiel modernization, long-term and short-term strategic planning and resourcing requirements, to include doctrine, organization, training, material, leadership & education, personnel, and facilities (DOTMLPF).

· Responsible for compilation of data and preparation of inputs into larger reports.

· Performs assessments and projections as part of analysis process.

· Develops technical reports, briefings, and other finished products.

· Interfaces with external entities to collect data.

· Uses and/or develops computer tools to facilitate analysis tasks.

· Develops portions of analysis plans, participates in the design of specified databases, and establishes data quality control practices and procedures.

· Works collaboratively with other analysts as well as subject-matter experts in all phases of research and requires the flexibility to adapt research strategies to take into account data limitations and time constraints.

· Analyzes data, system operations, methods, outputs, and activities in order to identify gaps in resources and recommend improvements along with coordinating activities to produce a more effective program.

· Provides technical assistance on program measurement and services.

· Defines data requirements and gathers and validates information applying judgment and statistical tests.

· Prepares and presents technical briefings to the customer.

· May be required to train customer personnel in analysis methods and/or findings

GenericDuties and Responsibilities:

Gathers information from users to define work problems and support the design of systems and/or procedures to resolve problems.

Maintains currency in understanding of relevant technologies and subject areas. Identifies emerging relevant technologies that may result in improvements to current processes and systems.

Analyzes factors and components of systems/processes to recommend and institute changes to increase efficiency.

Performs functional analysis to document complex process steps, tasks and their inter-relationships.

Plans studies of work problems and procedures, such as organizational changes, communication, information flow, integrated production methods, or cost analysis.

Recommends improvements of modifications in sequence of operations, equipment utilization and related matters. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.

Writes specifications manuals and user documentation for client or user personnel. Translates user requirements into system specifications, configuration management plans, life cycle management documentation, and integrated logistics support plans and related operational summaries.

May serve as a client liaison and coordinates with sub-contractors, government personnel, and technical experts.

Communicates with both SMEs and members of the development staff. Translates SME information into a form understandable by the development team.

Provides guidance and work leadership to less-experienced analysts. May review the work of others and be able to detect errors or needed modifications.

Participates in special projects as required.

Required Qualifications:

Requires current secret clearance. Typically requires a Bachelor's degree or equivalent, and five to seven years of related work experience.

Desired Qualifications:

Experience with TRM / ITRM and the PPBE process and DOTMLPF
