Network/Telecom - Analyst

Description

Must have an active TS clearance. Work will be in Hampton, VA at the Airforce Communications Command. Some travel to and work will also be required in Norfolk, VA at the Norfolk Naval Base.

Duties and Responsibilities:With a wide range of knowledge, plans, evaluates, and/or coordinates the installation of local and/or remote data and voice communications equipment such as terminals, modems, video conferencing units, concentrators, minicomputers, central processing units, facsimiles, and pagers. Designs entire networks or portions of networks that include selection of hardware and software packages.

Oversees voice network reconfiguration and billing reconciliation's.

Ensures that all software including network control programs satisfy the communications needs covering both the hardware and software installed.

Develops or assists in the development of standards for carrier service and equipment. Prepares or ensures that appropriate network documentation exists, including operational instructions. Provides regulatory monitoring and voice network analysis regarding short and long range planning for in-house systems.

Required Qualifications:Must be technically proficient on all aspects of video telecommunications, to include troubleshooting, diagnostics, and reporting and follow up on incident failures. Must be proficient in COMSEC/KEYMAT devices such as KG194s and KIV7s as it relates to classified video.

Education: Requires bachelor's degree or equivalent and five to seven years of related experience.

It is highly desirable that incumbent have technical certifications in Tandberg and Polycom MGCs, MCUs and CODECs. The incumbant must be able to brief and interface with DISN Video Services (DVS) representatives and high level DoD counterparts on all DVS failures and outages and actions being taken to restore service.

PHYSICAL DEMANDS:Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.

Description

Candidate shall provide quality acquisition procurement support that includes all aspects of federal acquisition in accordance with applicable laws, regulations and statutes. This support shall include pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Individuals should have working knowledge in areas such as price analysis, technical evaluation and statement of work preparation.

The successful candidate will be responsible of a variety of functions related to service, construction, and architectural and engineering (A&amp;E) contracting requirements. The work includes preparing solicitations; evaluating service, construction, and A&amp;E requirements for completeness and feasibility; issuing solicitations; preparing and distributing correspondence of any type; assisting the Contracting Officer with proposal/offer evaluations; preparing award documents; inputting data into contract writing and reporting systems; preparing award documents; and other related post-award contracting efforts. Candidates will also be tasked with working with VA technical personnel, such as Contracting Officer Technical Representatives and government contractors. Candidates shall have general knowledge of desktop computer systems, including, but not limited to, basic understanding of data entry flow, Microsoft Office software (Outlook, Word, and Excel), Internet searching methods, paper file and folder organization, and e-mail composition and etiquette.

Required Qualifications:

Typically requires bachelor's degree (in business or technical field) or equivalent, and two to four years of related (government acquisition) experience. A FAC-C, DAWIA, or APDP level I, II, or III certification in Contracting. Experience using an automated contract writing system.
