POSITION SUMMARY:
Formulates and defines system scope and objectives based on user needs. Devises or modifies procedures to solve complex problems considering equipment capacity and limitations, operating time and form of desired results. Provides resolutions through electronic data processing, gathering information from users, defining work problems and designing a system of computer programs and procedures. May perform other duties as assigned.
RESPONSIBILITIES:
Part of a 14 person Help Desk team answering inquiring from customers related to Software Central. Candidate will research and analyze enterprise-wide software applications in conjunction with numerous engineering, business and records management functions. Develops plans for automated information systems from project inception to conclusion. Analyzes user interfaces, maintain software performance, usage, proposed system modifications, upgrades and new COTS. Analyzes the problem and the information to be processed. Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Coordinates closely with programmers to ensure proper implementation of program and system specifications. Develops, in conjunction with functional users, system alternative solutions.
Prepares detailed specifications from which programs will be written. Liaises with external or internal clients. Analyzes and revises existing system logic difficulties and documentation. Performs on complex and specialized systems and programming tasks. Translates client requirements into specified project briefs. Creates logical and innovative solutions to complex problems. Participates in system feasibility, proposals, design and integration. Researches and solves user problems by modifying existing systems. Draws up specific proposals for modified or replacement systems. Draws up a testing schedule for the complete system. Creates user manuals. Presents proposals to clients. Provides training to users of a new system. May oversee the implementation of a new system.
EDUCATION & EXPERIENCE
Typically requires a bachelor's degree (in Computer Science or related field) or equivalent, and five to seven years of related work experience. Must have REMEDY experience, excellent customer communication and service skills, familiarity with Free and Open Source Software (FOSS) and Commercial Off-The Shelf (COTS) software products, and excellent internet skills required to research FOSS and COTS software products.
Security Clearance:
Must be able to obtain a TS/SCI with polygraph security clearance.
PHYSICAL DEMANDS:
Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
