Duties and Responsibilities:

Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. POSITION SUMMARY:

Responsible for planning, organizing and managing a project, or series of smaller projects or a definable piece of a larger program for successful completion and performance consistent with contractual agreements. Directs and supervises all support resources for the performance of project assignments and activities. Manages the direction of non-technical, technical or intelligence project through the design, implementation, and testing in accordance with project objectives. Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading or assisting with proposals. Projects managed are typically of moderate complexity

RESPONSIBILITIES:

- Provide full time systems integration (SI) and requirements support to the Enterprise Webtops program.
- Provide SI support for program board meetings, control gates and Technical Exchange Meetings (TEMs) as necessary.
- Work with an architect, developers, and applications tester to develop, manage and prioritize a complete set of system requirements.
- Work with other members of the development team to assign requirements to releases, to ensure design and test coordination, and provide requirements inputs to help draft and deliver promotion requests, build reports, release notices, etc.
- Establish, maintain, document and publicize standard requirements management procedures and policies for project.
- Establish and maintain the team intellipedia site.
- Lead agile development sprint kick off, mid cycle and closure reviews, and provide interim status as appropriate.
- Work with the project Configuration Management team to put both project documentation, workflow models and use cases, and technical deliverables such as source code, executables and other items as appropriate under project CM control.
- Work with the Configuration ManagementTeam to support builds for test and production.
- Establish and maintain working relationships and serve as a liaison to appropriate resources in other IT service provider organizations within Sponsor and the Community.
- Provide ad hoc support to project-related activities as required by the On-Site Program Manager.
- Work with the Program Manager to enter appropriate program status data in tools such as TeamPlay for higher level status reporting.
- Prepare invitations, agendas, handouts and minutes for various project meetings, focus group sessions, control gates and status reporting sessions.
- The individual selected will sit in WMA area, and required to travel to different location within WMA, to attend focus groups, board meetings, deliveries, etc.
- This is a fast-paced environment with high-level attention.
- The individual selected will be expected to exhibit initiative and a high degree of drive to move the program forward.

- Proficiency in the application of Earned Value Management (EVM) as a project management reporting tool.
- Proficiency in the creation and use of Work Breakdown Structures (WBS) and fully developed Project Schedules.
- Familiarity with the Capability Maturity Model Integration (CMMI) process improvement approach, and its applicability to large-scale projects.
- Expertise in the monitoring and controlling of project performance, and the ability to accurately report project performance against predetermined performance metrics to key stakeholders.
- Strong work history in the coordination, communication, and exchanging of information effectively with other federal contractors and the Government.
- Experience working in all phases of System Development Lifecycles (SDLCs), with extensive knowledge of Operations &amp; Maintenance phase support.
- Strong knowledge of Information Assurance and its application in meeting defined Certification &amp; Accreditation (C&amp;A) requirements.
- Extensive technical work experience in the integration of advanced Information Systems into pre-existing enterprise architectures.
