What You’ll Get to Do:
The project Control/Budget Specialist will work in support of the C5ISR Headquarters and subordinate directorates at Aberdeen Proving Ground MD. Individual will be working on a government site with the customer and associated contractors as part of the C5ISR accounting team.
More About the Role:
Prepare, analyze, and update budgetary documentation in all new and existing C5ISR systems-of-systems, family-of-systems, platforms, systems as well as subsystems and items. These systems include Foreign Military Sales, Financial Reporting Enterprise (FIRE), and C5ISR Center Enterprise Networks.-Use the Department of Defense standard financial systems (e.g. General Funds Enterprise Business System (GFEBS), Standard Operations and Maintenance, Army R&D System (SOMARDS), Finance Systems (STANSFINS) to report, record and analyze budgetary documents.
Experienced in the preparation and analysis of financial statements. Develop databases and assesses future trends. Coordinate and interface with vendors, customers and subcontractors as required.
Monitor and report financials against plans to ensure that contractual, cost, and schedule objectives are met.
Develop plans including budgets and schedules to meet contractual and project requirements for an assigned portion of a program
The employee will advise and assist FSE managers in all budget execution matters regarding FSE resource management. The employee will manage the use of financial resources in the execution of the budget, including authorized fund distribution for allotted funds and customer orders
The employee will execute all mission and customer funds as appropriate and analyze and monitor execution against approved obligation plans and OSD goals. The employee will make recommendations concerning any execution issues to the appropriate levels and advise FSE managers and technical staff of alternatives in achieving organizational, financial and manpower goals and initiatives
The employee will perform analysis of reporting issues to include negative un-liquidated obligations and unmatched disbursements and coordinate fiscal year-end financial reporting and certification requirements for C5ISR. The employee will develop spend plans or obligation plans, financial trend analysis, and developing customer agreements with financial and technical requirements
This position also involves planning, programming, and budgeting for FSE funding resources based on mission, workload, priorities and leadership decisions. Analysis of execution year plans and programs plans. The planning and re-planning of budgets (with special focus on reimbursable funds) at various levels to meet the intent of the organizational strategic plan to include obligation plans and OSD goals.
You’ll Bring These Qualifications:
Must have Active Secret Clearance.
BS and 5 years experience or
AA/AS or 2yr Tech School and 8 years experience.
Must have highly skilled knowledge of GFEBS and utilization of both ERP and Business Intelligence
Knowledge of Operation and Maintenance, Appropriation and Reimbursable funding.
Proficient in developing, executing and monitoring program planning, with an emphasis on government labor
Able to critically think and manage a large program with some government guidance.
Customer service orientated and able to articulate program solvency and status with supervisor effectively.
Experience with reimbursable funding, Functional Support Agreements (FSAs), GFEBS, DTS, ATAAPS and LMP.
