CACI International Inc. is looking for a Command-and-Control Strategy, Policy and Capability Implementation candidate located in Alexandria, VA.
The successful candidate will be responsible for the following:
What You’ll Get to Do:
Perform executive-level strategy and policy formulation, analysis, and consulting support to the Department of Defense, Chief Information Officer across the Defense Information Enterprise for the Joint Information Environment, Mission Partner Environment (MPE), and Joint Command and Control. Use strategic planning and systems engineering disciplines to help develop Office of Secretary of Defense level policy guidance and strategic direction, oversight, governance, and compliance for enabling Joint C2, Joint Cyber C2, Joint Information Environment, and DODIN architecture. Perform analysis for evaluation of strategic alignment and statutory and regulatory compliance of resourcing plans for defense C2 initiatives.
More About the Role:
Provide subject matter expertise in the areas of enterprise strategy, policy, programmatic, requirements, capability and resource analysis applicable to joint and Component-level Command and Control (C2) capabilities including C2 applications, services, and infrastructure in all domains (air, land, maritime, space, and cyberspace), Global Command and Control System (GCCS) Family of Systems, Joint Planning and Execution Services (JPES), Deployable Joint Command and Control System (DJC2), Air Operations Center Weapons System, tactical C2 systems, Command Post Computing Environment, Maritime Tactical C2 (MTC2), Joint Battle Command-Platform, and others. Provide assessments of compliance with Department guidance, mandates, and standards; technology insertion; performance and scalability; and interoperability. Develop joint C2 analytical products that provide detailed comprehensive overviews of associated C2 systems, identify critical capabilities, capability gaps, and roadmaps to guide the strategic and incremental evolution and modernization within all operating environments. Research, analyze, and conduct technical assessments of all relevant DoD policies that address or impact C2 capabilities, relevant domestic and international agreements, current and planned joint C2 systems, evolving threats, and technical opportunities to provide recommendations for polices to address identified issues in support of DoD CIO objectives for the joint C2 capability area, and prepare technical reports summarizing the findings and provide recommendations to improve alignment of C2 capabilities with the Joint C2 Reference Architecture (JC2RA) and joint information environment objectives, with emphasis on applicability of cloud and artificial intelligence initiatives.
You’ll Bring These Qualifications:
Must have active TS/SCI Clearance.
12 years related experience; Master’s degree in field (IT, Systems Analysis, Operational Research, Strategy, or similar) or 14 years of experience with bachelor’s degree; 6 years of additional experience with no degree.
These Qualifications Would be Nice to Have:
Knowledge on the Global Command and Control System Joint (GCCS-J): Provide Global Situational Awareness managed by the J3 community located in command centers.
Knowledge on the Command-and-Control System Joint Enterprises (GCCS-JE).
Knowledge on the Joint Planning and Execution Services (Cloud-based).
Knowledge on the Theater Battle Management Core System (TBMCS) ; supports Air command and control requirements (USAF, USN, USMC).
Knowledge on the Joint Automated Deep Operations Coordination System (JADOCS) (USA).
Knowledge on the Deployable Joint Command and Control System (DJC2) (JTF HQ).
Experience working with Command and Control (C2) systems, governance and policy, oversight committees, and/or governance boards at the FO/GO/SES level.
Experience working at Theater and Strategic levels - DoD CIO, JIE, DoDIN, Joint Staff G3/J3 Operations or Joint Staff G6/J6 Communications, Combatant Commands, Military Services, and Federal Agencies (DISA).
Experience working with Government Clients Staff Action Officers, Flag Officers, Senior Officers, General Officers and Senior Executive Services.
Experience working with requirements, resource planning, force and execution planning/framework, air command and control requirements (USAF, USN, USMC).
Experience supporting governance boards at the FO/GO/SES level and describe your role (coordinator, support role, or rep) in the board that you have experience with.
Experience in development, drafting, staffing, coordination with stakeholders, and publishing of Policy documents. Experience in development of briefing material, informational briefings, talking points, or decision briefs. Experience facilitating meetings, drafting minutes and agendas, writing papers, staff coordination, and coordination with stakeholders.
Experience with the Joint Capabilities Integration and Development System (JCIDS), leading Capabilities Planning Guidance, Focus Teams, and supporting Business Case Analysis (BCA).
Provided administrative support for Government Client (GS-15/SES) during Joint Command and Control (JC2) Special Advisory Group (SAG).
Conduct site survey of SPA Headquarters building conference rooms and provided a summary of it to the JC2 Advisory Group Leads and for the Tiger Team.
Participated in the weekly Tag Up meetings held by Government Client for internal coordination and discussion of current tasks.
Participated in the Command and Control of the Information Environment (C2IE) Working Group and provided a Working Group Summary to the Government Client.
Coordinate Read-Ahead slides and Government Client’s attendance to the Joint Cyber C2 Council of Colonels.
Coordinated and supported the C2 Focus Team Review Meeting. Coordination includes scheduling
the meeting room, audio-visual support, visit access, and capturing high-level action items for
Government Client review and approval.
Provided support to Government Client for the Quarterly Joint Regional Security Stack (JRSS) Special Advisory Group (SAG) prep session with the Senior Government Client for DCIO IE.
Provided draft and revised minutes for the Quarterly JRSS SAG meeting to the Government Client for approval.
Tracked and provided a JRSS Security Classification Guide Comment Resolution Matrix (CRM) responses and consolidated the CRM for adjudication.
Provided a draft JRSS SCG update brief for Government Client approval.
Supported a Persistent Cyber Opposing Force review to the SES Government Client.
Familiar with CATMS, DISA Conference Bridges, and Defense Collaboration System (DCS).
Supervisory and Management experience of 5-15 people teams is preferred.
