What You’ll Get to Do: CACI is in search of a Lead Requirements Manager / Business Analyst for a newly award contract. This position provides the most qualified Enterprise Architect with the opportunity to establish initial governance of an enterprise architect program for a newly instituted DoD customer.

More About this Role:

Business Requirements Analyst and technical SME supporting the DoD Special Access Program Chief Information Office on all matters related to Top Secret and SAP networks as part of our National and Cyber Solutions Group. This position requires an understanding of DOD compartmented information security requirements, and implementation of appropriate technology, networks, information flow, security and information assurance attributes to support mission requirements. Primary responsibilities will include implementing technology solutions in a costeffective way by identifying optimal business and technical requirements of mission stakeholder (classified project or program), managing and documenting competing priorities, and communicating them clearly to all stakeholders. Perform as a requirements manager and liaison between the user community, the IT program sponsor, and the IT program management office. This individual will be a vital link between OSD information technology capabilities and its business objectives

RESPONSIBILITIES:

  • Perform as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend functional IT requirement specifications that enable the organization to achieve its goals.

  • Improve system usability and applicability by studying current business practices, conducting analysis and recommending modifications that optimize system capability/interoperability. Seek efficiencies, consolidations, re-use, and other changes to reduce cost and improve mission support.

  • Schedules, plans, and facilitates user feedback sessions (both individual and group), requirements working groups, user outreach sessions.

  • Develops and disseminates strategic communications to improve: support of IT capabilities, understanding of functionality, and future/planned system features. This includes systemic use of communication forums like distribution lists, wikis, SharePoint sites, etc. to share information and enhance awareness among stakeholders.

  • Perform as a requirements manager by deriving, documenting, and managing user feedback and strategic IT requirements to support tactical and strategic business objectives/processes. In this capacity serve as the Secretary for OSD’s Functional Control Board – the primary change management board governing OSD’s SAP IT functional requirements.

  • When necessary works closely with the IT program management office to analyze requirements, construct workflow charts and diagrams, study existing system capabilities, and write specifications.

  • Validate that operational requirements have been met via techniques such as reviews, walkthroughs and use cases. Assist in writing user acceptance test (UAT) cases and be a liaison between project stakeholders and the testing organization during UAT.

  • Interface with the development team to understand, clarify, document, and strategize on all capability development.

  • Work with project stakeholders to translate their requirements into something that developers can understand as well as to translate the resulting questions that the developers have into something the stakeholders can understand.

  • Attend senior level meetings with sponsor and communicate system functionality and capability to these individuals on a regular basis.

  • Work with the program office and stakeholders to break down technical and architectural complexities so that project stakeholders can easily understand any issues.

EDUCATION & EXPERIENCE:

  • Demonstrated excellence in written and oral communication.

  • Demonstrated ability to work well within a team environment as well as independently in a very fast-paced, dynamic work environment.

  • Proven experience identifying or deriving system and application requirements from a diverse, complex work force. Experienced with managing user requirements throughout the requirements lifecycle.

  • Experienced with development and maintenance of Program Execution Plans and Strategic Implementation Plans

  • Experienced with applying system engineering and architecture processes to identify functions, relationships, gaps, technical issues, and vulnerabilities of current "as is" systems from an end-to-end perspective

  • Understanding of the NIST Risk Management Framework and its role in system development and integration

  • Demonstrated previous experience within the DoD and/or Intelligence Community working processes and requirements

  • Experience with Integrated Process Teams, Working Groups management, risk assessment and mitigation, and test and deployment

  • Understanding and knowledge of incremental and/or agile System/Software Development Life Cycle (SDLC). This includes both knowledge of the DoD 5000 Acquisition process and industry standards such as IEEE Standards. Experience managing the SDLC process is a plus.

  • Proven experience developing use cases, user acceptance test cases, and conducting requirements suitability reviews.

  • Experience in transitioning programs from development, through operational installation, through to Operations and Sustainment

  • Expert analytical and critical thinking ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to problems which will increase the effectiveness of enterprise-wide IT programs.

  • Requires an active TS/SCI clearance.

Education: BS/BA Related Field

Experience: 10 years

Required Skills:

  • Proven experience performing as an Enterprise Architect;

  • Demonstrated knowledge of DoDAF artifacts including understanding purpose, value, and processes for collecting data to inform the creation of the documents;

  • Familiar with industry standard EA tools
