Job Description

CACI is the prime contractor for a large-scale integration and development transformation program that will offer significant growth opportunity for candidates. CACI is seeking a Business Systems analyst to conduct analysis on work procedures and recommends changes to improve the effectiveness of the organization's processes/procedures. Able to perform studies on ways to increase efficiency. Collects and analyzes quantitative and qualitative data including financial and cost data, builds process models, develops solutions or alternative practices, collects and organizes information from a variety of sources, and recommends process, procedures, or organizational changes. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.

Navy is modernizing the way it operates to provide improved service delivery to current and future Sailors and their families. The Navy is successfully recruiting, training, and managing its Sailors in today’s demanding operational environment. However, the MyNavy HR HR enterprise’s organization, processes, and infrastructure are complex, outdated, and inefficient. Over the next several years, the MyNavy HR enterprise will transform how Human Resources (HR) services are offered through a holistic, end-to-end effort that will directly impact the entire Navy “Hire-to-Retire” (H2R) lifecycle. Toward this end, MyNavy HR will employ services to integrate disparate platforms used for MyNavy HR mission functions, existing or evolving systems, infrastructure, mission capabilities, data analytics, and programs to build an interoperable and scalable network of capabilities in support of the Sailors’ MyNavy HR needs. The Navy's MyNavy HR enterprise must evolve to meet the needs of the Fleet and our Sailors. Today, success greatly depends upon the extraordinary efforts of Sailors working tirelessly to overcome 70-year old industrial age processes that cannot support an Information Age Navy growing to meet the demands of the National Security Strategy.

General Description

  • The Business Analyst position will be a part of the MyNavy HR enterprise team assigned to the Portfolio Coordination Team. Establishes processes and guidelines for incorporating MyNavy HR continuous improvement, IT Portfolio Management, Project Portfolio Management, Organizational Change Management, and Risk Management. Delivers ongoing business case analysis and decision support analytics.

  • Work with a team of training developers and instructors to plan training requirements, develop training products, and deliver training aligned with the Pilot to Production delivery framework used to establish the MyNavy HR target architecture baseline.

  • Work will be executed in an Agile development environment, with business analysts teaming with application developers, testers and training resources to develop and deliver and support quarterly releases of new business process and application functionality across a 5-year program lifecycle.

  • The business analyst is expected to play a key role in existing and potential customer relationships and be proactive in optimizing business results. The Business Analyst will provide direction and guidance for our customer, contribute to continuous improvement, IT Portfolio Management, Project Portfolio Management, Organizational Change Management, and Risk Management. The ideal candidate is analytical, strategic, articulate, and excels at understanding our customer’s needs and can document business requirements to effectively support the program. This position will be responsible for requirements management for the full development lifecycle. The Business Analyst must communicate with business owners and the technical team. This position will interface will multiple teams. As part of a multi-disciplined development team, the candidate should take the initiative to attack new challenges and learn new skills independently. This person must be well organized and flexible.


  • Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise

  • Interviews personnel from functional user area under study to learn general purpose of systems and information requirements of positions involved in the data flow

  • Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary

  • Identifying and defining client business requirements based on evolving policy directives. This includes proposing processes for business analysis and workflow, identifying key performance indicators, and developing the system requirements to support the business

  • Proactively researching new government policies, working with Subject Matter Experts, and reading project material to develop a full understanding of the business, the data, and both the operational and executive reporting needs

  • Proposing/Documenting design requirements include report layouts, reporting dimensions, and mapping data as required to the technical specifications.

  • Communicating with multiple teams to ensure requirements are clear and understood from both a functional and technical perspective.

  • Communicating within the Business Analysis team to ensure process, definitions, metric designs, and metadata are used consistently, and that documentation is updated and available for all team members

  • Serving as the client liaison for the team while gathering input, building buy-in and come to agreement while containing scope and staying on schedule

  • The ability to be adaptable and to work constructively with a technically diverse team is also crucial. A willingness to learn and stay abreast of industry trends is also required. The program emphasizes innovation, and CACI looks for individuals who can bring creative ideas to solve complex problems, both technical and procedural.

Required Skills:

  • University Degree or equivalent experience and minimum 3 years of related work experience

  • Minimum 5 years of Human Capital Management business experience

  • Knowledge of business processes, capability needs, business requirements, and business information models.

  • Ability to follow functional decomposition of large business needs into multiple layers of requirements/user stories.

  • Knowledge of the software development life cycle, including planning, development, requirements management, CM, quality assurance, and release management.

  • Familiarity with Agile Methodologies.

  • US Citizen with the ability to obtain and maintain a Secret clearance

Desired Skills:

  • Familiarity with the Business Analysis Body of Knowledge (BABOK)

  • Previous experience working with Navy MyNavy HR

  • Understanding of Navy MyNavy HR business processes and application systems.

  • Knowledge of Oracle PeopleSoft, Salesforce, and ServiceNow platforms

  • Knowledge and understanding of the DoD Business Enterprise Architecture (BEA) Framework for Human Capital Management

  • Knowledge and understanding of relevant cloud-based development and delivery tools to support the successful execution of the MyNavy HR Transformation Program
