What You’ll Get to Do:
You will support the Deputy Assistant Secretary of Defense for Communications, Command and Control, Cyber and Business Systems (DASD C3CB) and be part of a team of subject matter experts and technical support analysts producing deliverables, reports, results and recommendations to support informed decisions relating to program investment strategies, guidance and directives, acquisition strategies and funding allocations for DASD C3CB areas of responsibility and oversight.
More About This Role:
In support of Command and Control (C2) for DASD C3CB, you will:
Perform professional, scientific, and technical analytic study efforts to aid in the execution of specialized technical studies and analyses supporting and the development, acquisition, modernization, and sustainment of programs, initiatives, and efforts by the Military Services, Defense Agencies, and Combatant Commands aligned in the C3CB C2 portfolio. This effort should take the form of a thorough definition of past, current, and future events in the life cycle of these programs, initiatives, and efforts, as well as a thorough analysis of dependencies between and among each. The objective of this support effort is to enhance the interoperability and cooperative development within the Joint C2 Capability Area through application of topics specifically falling in the areas of Command and Control; Intelligence Surveillance and Reconnaissance (ISR); Technology Research and Development; Operations Research; and Acquisition Performance Assessments
You'll Bring These Qualifications:
Demonstrated experience in the following areas:
Working programs, initiatives, or efforts identified as Joint C2 Capability Area (2+ years preferred);
Engineering and technical expertise to understand design and development plans for C2 related programs, initiatives or efforts, to include the dependencies, relationships, and interchanges between programs, initiatives, and efforts (5+ years preferred);
Engineering and technical expertise to understand software architectures and assess compliance of the various programs, initiatives, and efforts with established software architectural guidelines and directives such as the Joint C2 Reference Architecture and the Joint Information Environment (5+ years preferred);
Interfacing smoothly and comfortably with program managers and engineers from the various Services, agencies, and combatant commands and program management offices to collect and assimilate required data;
Strong technical writing ability along with the ability to incorporate and integrate the writing of others into a smooth, comprehensive, readable technical document;
Engineering, computer science, or operations research degree(s) from an accredited university or working knowledge in systems Integration, operations research, or program analysis (10+years preferred);
Automated Information System program/project management experience (5+ years preferred) and/or certification as a Project Management Professional (PMP) and/or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management;
Developing and executing portfolio management approaches and the applicable Department of Defense vision for executing the strategic vision defined in the Joint C2 Analysis of Alternatives (AoA), May 2011 (2+ years preferred);
Basic knowledge of the missions, roles and responsibilities, and relationships across the Department of Defense (DoD);
DoD Programming, Budgeting, and Execution (PPBE) System, Acquisition Process, and Joint Capabilities Integration and Development System (JCIDS);
Basic knowledge of C2 programs now fielded and those proposed or currently in development; and
Knowledge of technologies, concepts and best practices and/or procedures associated with Agile software development and/or DevOps environments.
