PROJECT DESCRIPTION:
CACI is pursuing the prime contract for the development and integration of a large Personnel systems integration effort to modernize a portfolio of applications. The program is a high visibility within CACI’s large portfolio of enterprise business systems and Human Capital management solution programs. The system provides end-to-end Human Resources (HR) functionality to all civilians across a large Federal Civilian enterprise made up of over 400,000 employees. The system provides a centralized resource for employees, managers, and HR Professionals to better manage civilian personnel information across the enterprise. This project involves systems transformation and integration from legacy systems to commercial software as a service (SaaS) cloud solution.

POSITION SUMMARY:
Serves as the overall Lead Systems Engineer for the modernization program. The Lead Systems Engineer is responsible for planning, managing, designing, and coordinating systems engineering activities in support of all solution products including legacy system and COTS to COTS integrations within the customers enterprise cloud and architectures.
RESPONSIBILITIES:
Performs and/or leads a system engineering team to perform the following activities in support of the system engineering functions:
Provides infrastructure support services for production sustainment and on-going development efforts
Provides planning, standup, and support of DevSecOps platform for the program
Manages infrastructure, COOP/Disaster Recovery, performance and capacity, databases, systems administration, application administration, operating systems, network engineering, and storage engineering
Researches, studies and evaluates software tools, hardware, integration technologies, services, and leading edge technologies that could be applied to the VA HRIT infrastructure
Provides development and application COTS product upgrade support
Coordinates and facilitates the implementation of tool suites, Commercial-off-the-shelf (COTS) products, development artifacts, and support activities
Provisions, installs/configures, operates, and maintains systems hardware and software and related infrastructure
Coordinates CACI site developer access to the appropriate environments
Works closely with the CM Lead and assists the Deployment and Software Sustainment teams in planning releases and delivering CDRLs
Ensures release controls are documented and well understood by development Teams and Program Support Teams
Ensures the architecture and associated infrastructure on which applications are deployed are robust and stable
Evaluates and recommends the allocation of hardware and software resources; researches and recommends solutions to technology needs, compatible with the client's technology architecture and infrastructure and resource constraints
Provides team leadership and technical guidance to less experienced systems administrators and supporting personnel
REQUIRED QUALIFICATIONS:
Bachelor’s degree in Computer Science or Engineering or other relevant field with, and 5-10 years of related experience
Minimum of five years prior experience in a large systems software development, implementation, deployment and support
Experience working with COTS systems such as Oracle or similar database platform
Direct experience performing UNIX/Linux and Windows Server administration, middleware administration, and database administration.
Experience in cyber security
Broad exposure to a variety of technologies and concepts in multi-vendor systems environments, including web services; modeling, performance tuning and capacity planning for large scale distributed systems; and implementation of high availability system configurations.
DESIRED QUALIFICATIONS:
ERP implementation experience in large scale projects
Experience in Cloud (PaaS, IaaS, etc.) solutions
Experience in delivering systems for Public Sector, Federal Civilian Government, and Department of Defense (DoD) customers
Experience designing and developing real time integrations with Oracle HCM SaaS and other Tier 1 SaaS applications
