Job Description

CACI is the prime contractor for a large-scale integration and development transformation program that will offer significant growth opportunity for candidates. CACI MyNavyHR has an immediate opening for a Adv. Program Performance Specialist. The position interfaces between the MyNavyHR customer and CACI organization to guide the development of program and transformational metrics consolidation, integration, visualization and analysis. They provide an opportunity to enhance the performance of the MyNavyHR program and CACI contract.

REPRESENTATIVE DUTIES AND TASKS:

  • This position is responsible for providing both MyNavyHR program and CACI contract/program cost and/or schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs

  • The analyst will analyze program performance (historical and predictive), and monitor the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads

  • The specialist works with MyNavyHR customers to identify, prioritize, and establish metric frameworks to support program performance. This expert drives innovative reporting and visualization techniques for metrics management.

  • Develops the time-phased reporting in conjunction with program team to meet all contract and program objectives

  • Collects and updates full program performance data, prepares and analyzes historical and predictive measures, and reviews results and recommendations with program manager and program leads

  • Integrates agile metrics as they relate to subcontractor and/or schedule data and/or material data into program data

  • Ensures program schedules are horizontally and vertically integrated and resolves network logic conflicts

  • Applies advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis)

  • Analyzes critical path and driving paths to identify and manage schedule risk

  • Prepares timely, accurate program review documents

  • Presents documents to appropriate audience

  • Prepares timely, accurate customer required documents and reviews with program manager and department manager

  • Coordinates contract/program, risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitments

  • Updates program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated

  • Defines requirements to solve common business problems

  • Interfaces with multiple IPT leads and PMs primarily at a single location

  • Fosters an environment of trust and teamwork: builds collaborative relationships, internally and externally

  • Communicates professionally and effectively with employees and customers

  • Supports other programs with expertise during critical time frames

  • Works on multiple projects simultaneously in a fast-paced environment

  • Partners with functional groups

  • May support proposal activity

KNOWLEDGE SKILLS AND ABILITIES:

  • Proficient organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities

  • Proficient ability to solve problems

  • Effective team builder

  • Experience with proposal activities (WBS Development, IMP/IMS development) is a plus

  • Proficient at working both independently and as a team member

  • Interfaces with multiple IPT leads and PMs primarily at a single location

  • Effectively and efficiently works within time constraints and adjusts to changing circumstances

  • Acts as a change agent, challenges the status quo

  • Proficiency with Microsoft Office, to include Excel, PowerPoint, Word

  • Earned Value Management and scheduling tool experience required

  • 'Experience in coordination of program requirements across planning stages with multiple subcontractors

  • Domain knowledge in program and/or product life cycle, IT and financial processes

  • Contact with internal Program Management, IT , Contracts, Software, Engineering, and Supply Chain Management

  • Contact with external customers and vendors

Basic Qualifications :10 years total relevant experience

Bachelor's degree or equivalent is required plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience.Due to the nature of work performed, U. S. citizenship is required.Clearance: Secret Required

Scrum Master Certification desired
