What You'll Get to Do:

As an Assistant Program Manager, you will be responsible for all aspects of Naval Surface tactical SIGINT, MULTI-INT, EW, and DEVSECOPS solutions developed for multiple program offices within the Program Executive Office C4ISR and Program Manager, Warfare 120, Battlespace Awareness and Information. These duties include serving as the primary customer interface for the program offices while developing and implementing strategies to grow the business. The Assistant Program Manager is responsible for all aspects of company contract performance including technical capability delivery, schedule, budget, and personnel management. The Assistant Program Manager works closely with customers to develop their strategies to advance Navy Surface SIGINT, MULT-INT, EW, DEVSECOPS solutions. The Assistant Program Manager guides and assists the customer in identifying mission needs, defining requirements, developing project plans, and offering solutions. The Assistant Program Manager identifies and pursues business development opportunities in the Navy Surface SIGINT, MULTI-INT, EW, DEVSECOPS domain and works closely with senior company leadership, engineering management, contracts, and security personnel to define and offer solutions. The Assistant Program Manager leads a cross-functional team of Program Analysts, Systems Engineers, Software Developers, and Subject Matter Experts to lead proposal, contracting, and execution activities. The ideal candidate is proficient in several of these areas to achieve program objectives.

Duties and Responsibilities:

  • Management of all technical, schedule, budget, and personnel requirements for CACI’s Navy Surface Program

  • Serve as manager for Navy Surface contract(s)

  • Provide periodic program updates to the customer including quarterly program reviews capturing technical and program (milestones, expenditures, risks) execution

  • Proactively identify risks, develop and execution mitigation strategies as a partner to Customer representatives in the corresponding specialties of Information Assurance, Flight Readiness/Fitness for Flight, Global Network Connectivity, and mission support systems

  • Form and foster customer relationships to develop the strategy and plans to advance and grow the customer core Multi-INT cross-platform tactical mission

  • Translate customer mission needs and opportunities into program strategies, plans, and requirements

  • Manage a cross-functional program team comprised of Assistant Program Managers, System Engineers, Program Analysts, and Subject Matter Experts (SME’s)

  • Coordinate with internal functional teams to identify staffing requirements to fulfill customer objectives

  • Lead proposal and contract activities including business and technical responses to customer requests for proposal, drafting of statement of technical objectives, drafting of proposal volumes, etc.

Qualifications you'll bring:

  • Typically requires Bachelors of Science degree in Electrical Engineering, Computer Engineering, Computer Science, or related field from an accredited university and 10+ years of experience in a technical field related to Signals Intelligence, MULT-INT, DEVSECOPS technologies.

  • Typically requires 5+ years technical experience

  • Ability to understand and effectively technical architectures and implementations associated with complex Multi-INT and distributed intelligence solutions to Customer Leadership and Subject Matter Experts

  • Exceptional interpersonal skills including active listening, negotiation and conflict resolution

  • High degree of attention to detail and organization skills

  • Ability to work with minimal supervision while maintaining cooperative, force multiplying relationships with peers within the company

Qualifications that are nice to have:

  • MS or PhD degree in electrical, computer engineering, computer science or related field

  • Experience interacting with government contracting and acquisition processes

  • Experience running multi-objective, multi-disciplinary program

  • Relevant subject matter expertise in the Multi-INT systems or DEVSECOPs delivery solutions

  • Experience managing program(s) with budgets greater than $10M

  • Experience serving as the primary customer interface for a program, with responsibility for development, implementation and execution of an overall strategy

  • Experience with earned value management

  • PMP certification

  • Experience delivering mission capabilities through iterative development processes

Pay Range: The proposed salary range for this position is $71,800-$147,200. There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
