CACI International Open Source Collector - Junior in Bolling Afb, District Of Columbia

Job Description

CACI is looking for an Open Source Collector to systematically collect, exploit, and disseminate traditional and non-traditional open source information to meet customer needs. The information includes traditional mass media, the internet, specialized journals, studies, conference proceedings, geospatial information, and more.

Primary Responsibilities:

  • Support the collection, exploitation, and dissemination of open source information in response to requests for information.

  • Create and disseminate Open Source Intelligence Reports (OSIRs) based on the information collected in response to the request for information.

  • Implement the use of obfuscation techniques and enforces compliance regarding open source information and OSINT retention and usage policies.

  • Execute OSINT collection using managed attribution capabilities, OSINT tradecraft, and OSINT collection related tools.

  • Be knowledgeable in OSINT tradecraft and be able to successfully implement the tradecraft in response to information requirements in order to mitigate operational risk and adhere to laws and policies governing the collection and use of open source information.

  • Extract, transform, load, and normalize data across many platforms.

  • Create and implement OSINT collection plans and identifies sources of open source information of potential intelligence value in order to satisfy an information need.

Minimum Education and Experience Required:

  • BA/BS Degree

  • 0-5 Years’ Experience

  • Current TS/SCI

  • Demonstrated experience with all-source intelligence processes, data evaluation, and analysis

  • Demonstrated ability to manage research and coordination for long-term projects

  • Demonstrated knowledge Open Source Intelligence (OSINT)

  • Demonstrated experience with intelligence analysis tools and databases

  • Demonstrates in-depth knowledge of a wide range of National Level, DoD, DCI, DIA and DA Information Security Program and Foreign Disclosure concepts, principles, practices and procedures to review, analyze, and release classified and unclassified data in accordance with the National Disclosure Policy.

  • Demonstrates in-depth knowledge of data transfer requirements for moving data between classified and unclassified computer systems.

  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.

  • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information. Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.

  • Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices and/or web-enabled formats.

  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Demonstrates proficiency using Microsoft Office tools.

  • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols. Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.

Nice to have and desired qualifications:

  • Language capability at the 2, 2, 2 level per the Defense Language Proficiency Test (DLPT) or native speaker. Languages of interest include: Russian, Chinese, Farsi, Arabic, and Spanish.

  • Demonstrated ability producing reports for senior DoD decision makers.

  • Demonstrated experience with the application of quantitative and qualitative analytic methods

  • Detailed knowledge of NGIC, Army, DIA, NSA, CIA, and/or interagency operations
