Job Description

CACI is currently looking for outstanding IT candidates to join our TSA IT Management, Performance Analysis, and Collaborative Technologies (IMPACT) team in the National Capital Region (NCR) and throughout the United States. CACI will provide a variety of IT services through IMPACT including cyber security, identity and access management, risk management, cloud integration and engineering, field support services, service desk, application deployment and optimization, and operations center support services. CACI will support TSA in both classified and unclassified IT operational environments increasing availability and security for a variety of applications and systems. IMPACT services will integrate with the broader DHS mission and enhance existing Department-wide IT capabilities.

CACI is seeking an Operations Manager to lead, direct and manage service delivery and business operations across one of our largest Federal IT program. The Operations Manager will directly support the program manager and be responsible for ensuring delivery of solution services in line with contract and funding requirements; organizes, achieving high quality and positive outcomes for customers. The Operations Manager will have wide ranging responsibilities including daily support of program execution, operational improvements, and innovation for future growth. The qualified candidate will participate in business planning, internal policies, procedures and quality standards, cross-departmental working and external relations. The Operations Manager will operate as the PM when they are absent and be required to represent the organization at a senior level both internally and externally. In direct support of the program manager, the operations manager will manage cost, schedule, and performance of the program from a daily execution and delivery perspective. This person will be responsible for driving team morale and performance execution in a dynamic environment comprised of on-site and remote team members. Some travel may be required.

Duties and Responsibilities:

  • Assist in the development of corporate and customer strategic plans - Attend regular meetings with the Program Manager on budget and milestone delivery - Developing and managing schedules and reports - Provide leadership oversight on daily task execution and planning - Generate and report performance metrics for internal and external stakeholders - Create/monitor weekly and monthly status reporting - Support contract compliance requirements and operational improvements - Collaborate with teams in-house and remote - Work collaboratively with clients, intermediaries and internal CACI technical experts to build high impact solutions. - Work with Business Stakeholders and Project Managers to understand inefficiencies in clients’ existing business processes and applications and recommend solutions. - Conduct performance reviews, leadership development and evaluations of direct reports. - Developing and editing white papers, budget forecasts, and proposal support

Required Skills:

  • BS degree in Business, Engineering, Physical Sciences, Mathematics, or Management Information Systems.

  • Ten (10) years of direct work experience in information technology. Eight (8) years of direct work experience, to include: Information Technology Design, Development, Production, Installation, and Test & Evaluation activities

  • Four (4) years as manager of task specific project, to include: Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control.

  • Knowledge of Federal Acquisition Regulation (FAR) and DHS procurement policies and procedures.

  • Active Secret Clearance - Consistently demonstrate professional, positive, and approachable attitude/demeanor and discretion. Demonstrate sensitivity in handling confidential information.

  • Experience supporting Government customers and managing subcontractors

  • Ability to work with a diverse group of people of different skills, backgrounds, organizations and management levels - Budget development and oversight experience

  • Delegate responsibilities effectively

  • Exercise independent judgment. Work affords significant opportunity to act independently on assigned tasks. decision making and problem solving abilities.

  • Ability to obtain a DOD Security Clearance

  • Ability to obtain a DHS Entrance on Duty (EOD)

Desired Skills:

  • Master’s in technical field of study

  • Experience with MS Project, SharePoint and Jira

  • Excellent presentation development and briefing skills

  • Exposure Strong leadership skills, Experience with CMMI Level 3 delivery is a plus

  • Relevant DHS focused experience
