CACI is currently looking for a Program Manager with Agile SAFe methodology experience to join our CWaM (Contract Writing and Management) Team supporting the Department of Defense (DoD) acquisition community!
Join this passionate team of industry-leading individuals supporting the best practices in Agile SAFe Software Development for the Defense Logistics Agency (DLA). As a member of the CWaM Team, you will be supporting the DoD warfighter by enabling the contracting community to perform their contracting actions more efficiently and accurately, including operational, logistics, contingency, weapons system, and research and development contracting world-wide. The DoD warfighter relies heavily on contracts to receive the supplies and equipment they need to do their jobs and keep America safe, making it imperative to provide the DoD with a contract writing and management system that ensures those contracts are awarded and executed properly.
The CWaM program thrives in a culture of innovation and is seeking individuals who can bring creative ideas to solve complex problems, both technical and procedural at the team and portfolio levels. The ability to be adaptable and to work constructively with a technically diverse and geographically separated team is crucial.
In addition to the PM role, you will also act in the Release Train Engineer role.
As the Release Train Engineer for the CWaM program, you will be working closely with government product owners, business analysts, scrum masters, and the Agile team to ensure that stakeholders needs are properly prioritized and executed, and the development processes are efficient and effective. You will be a key member of the leadership team, doing work that matters for some of the U.S. Government’s most critical missions, and utilizing the latest technologies in Cloud Computing, Low Code technologies, and SecDevOps. You will be the manager of the scrum masters. You should have worked with Agile SAFe software development practices and delivering deployable software in short sprints.
More About the Role
Oversee, manage, and coordinate all aspects of Program Management for the CWaM program
Provide full life cycle Program Management for Agile Development and Implementation program
Develop procedural governance, budgetary control and profitability
Establish and maintain technical and financial reports to show progress of projects to management and customers
Work with Team Leads to develop short-term and long-term strategy for the overall success of the program
Devise and implement strategic program initiatives
Organize, direct, and manages task order operation support functions, involving multiple complex and inter-related project tasks
Maintain and manage the client interface at the senior levels of the client organization, ensuring customer satisfaction through constant customer engagement
Meet with customer and Contractor personnel to formulate and review task plans and deliverable items
Ensure conformance with program task schedules and costs
Ensure program conformity with contract terms and conditions
Actively manage program SLAs, including risk mitigation and quality assurance activities
Work closely with Product Managers on product requirements and project details, and ensure that functionality delivered matches market requirements
Work closely with the Team Leads to understand project needs, risks and opportunities and ensure that feedback is expedited
Identify opportunities to improve performance throughout the life of the contract and monitoring the success of contract activities
Conduct briefings upon request to upper management or executive leadership as required (i.e., performance metrics data, briefings)
Manage and optimize the flow of value through the ART using various tools, such as the Program Kanban and other information radiators
Establish and communicate the annual calendars for Iterations and Program Increments (PIs)
Facilitate PI Planning readiness by fostering a Continuous Exploration process that drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning events
Communicate/Coordinate with External Stakeholders
Assist in the Development and Maintenance of Solution Roadmaps and Program Vision
Summarize Team PI Objectives into Program PI Objectives (the RTE) and publish them for visibility and transparency
Assist in tracking the execution of features and capabilities
Facilitate periodic synchronization events, including the ART sync
Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics, where necessary
Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets and foster Continuous Exploration
Manage and mentor the Scrum Masters on the team
Help manage risks and dependencies
Remove and/or Escalate impediments to progress, and foster culture of continuous improvement
Provide input on resourcing to address critical bottlenecks
Encourage collaboration between teams and System and Solution Architects/Engineering
Work with Product and Solution Management, Product Owners, and other stakeholders to help ensure strategy and execution alignment
Improve the flow of value through value streams by improving and assessing the practices associated with SecDevOps and Release on Demand in the Continuous Delivery Pipeline
Facilitate System Demos
Drive relentless improvement via Inspect and Adapt workshops; assess the agility level of the ART and help them improve
Foster Communities of Practice and the use of engineering and Built-In Quality practices
You’ll Bring These Qualifications
US Citizenship required
A minimum of ten (10) years of leadership experience
A minimum of five (5) years in program management
Five (5) years relevant Agile experience
Federal business experience (min of 3 years)
Experience with the Information Technology Acquisition process and its milestones
Experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation
Bachelor’s degree
PMI Project Management Professional (PMP) certification
Proven experience with managing Agile Scrum of Agile SAFe
Active Agile SAFe certification
Agile SAFe experience (min of 3 years)
Knowledge and experience in managing performance of IT projects applying Agile methodology for applications
Ability to advise project managers in streamlining Agile practices consistent with scope and length of project to maximize productivity and conserve clients’ budgets while providing the benefits of an incremental approach
Understanding of all stages of the Agile software development process
Exceptional technical aptitude and effective written and verbal communications skills
Experience in a federal program management environment preferably in an Enterprise IT space
Experience in a PMO or Business Management office for an IT professional services contract
Ability to work with and lead a team with a servant leader approach
Ability to adapt in a rapidly changing environment
Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC)
These Qualifications Would Be Nice to Have
Experience supporting DoD business system
SAFe Release Train Engineer certification
Technical background in Software Development and SecDevOps
Information Assurance certification (like Security+)
Experience with Cloud Computing and Hybrid On-Prem solutions
Experience delivering CI/CD Solutions in an automated SecDevOps environment
Experience with US Federal Business Systems (preferably with the DoD Procure-to-Pay process)

Pay Range: The proposed salary range for this position is $86,200-$176,600. There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
