Program Summary: The CDM Program is managed within the DHS National Protection and Programs Directorate, (NPPD)/Office of Cybersecurity and Communications (CS&C)/Network Security Deployment (NSD) Division, responsible for enhancing the security, resilience, and reliability of the Nation’s cyber and communications infrastructure. The DHS CDM Program mission is to safeguard and secure cyberspace in an environment where the threat of cyber-attack is continuously growing and evolving. The CDM Program defends the United States (U.S.) Federal Information Technology (IT) networks from cybersecurity threats by providing continuous monitoring sensors (tools), diagnosis, mitigation tools, and associated services to strengthen the security posture of Government networks.

Job Description: Are you a subject matter expert in Cybersecurity Governance and Information Security Continuous Monitoring (ISCM) best practices, rules and regulations? Join our team of Enterprise Cybersecurity Governance Experts in evangelizing and helping DHS Components realize the benefits of CDM Solutions to enhance the Agency’s and Components’ cyber security. The successful candidates will be a self-starter able to operate with limited management oversight guiding and influencing our customers towards enhanced governance structures, policies and procedures enabling them to achieve reduced risk and threat reduction. Collaborate with customers and CACI cyber solution engineers to develop Request for Service (RFS) solutions that are compliant with Homeland Security (HLS) EA policies, standards and procedures.

  • Ensure all developed RFS solutions and requirements are compliant with Homeland Security (HLS) EA policies, standards, and procedures

  • Support the creation and review of Systems Engineering Lifecycle (SELC) documentation from Solution Design Review (SDR) to Production Readiness Review (PRR) ensuring all documentation developed meet high quality standards and address the requirements for gate reviews.

  • Develop all EA artifacts including description information for all data assets, information exchanges, and data standards, whether adopted or developed, for submission to the Enterprise Data Management Office (EDMO) for review, approval, and insertion into the DHS Data Reference Model and Enterprise Architecture Information Repository

  • Assist agencies in incorporating CDM capabilities into Agency's cybersecurity or Information Security Continuous Monitoring (ISCM) Program

  • Lead ISCM Governance Assessment Teams

  • Develop draft and final As-Is Agency Governance Reports

  • Develop CDM Governance Enhancement Plans

  • Develop and update ISCM governance documents

  • Guide, coach and train other team members on cybersecurity governance best practices

Required Skills:

  • In-depth knowledge and understanding of OMB M-14-03, NIST 800-137, NIST 800-37 rev 1.

  • Demonstrated experience establishing cybersecurity governance programs that improve an organizations ability to manage risk and lowers threat surface

  • Demonstrated ability to lead teams and influence stakeholders in achieving consensus and positive results

  • Demonstrated ability to solve complex problems

  • Must be able to obtain and maintain an active Security clearance

  • Must be able to obtain DHS granted Entrance on Duty (EOD)

Desired Skills:

  • Bachelors of Science (BS) and minimum 7-12 years of related work

  • Certified Information Systems Security Professional (CISSP), Certified Authorization Professional (CAP), Certified Information Security Manager (CISM), or Certified Information Privacy Professional (CIPP-US/G/M) certifications preferable.

  • Experience with Homeland Security (HLS) Enterprise Architecture Policies and Procedures including the Technical Reference Model (TRM)

  • Relevant DHS or .Gov Cyber Security focused experience
