CACI is seeking a Strategy Policy Analyst in the Springfield, VA area.

The Strategy Policy Analyst will play a key role in managing the entire planning process for the organization and provide new and innovative ideas and strategies as well as policies to achieve determined goals, while identifying opportunities for operational efficiencies. The position will support the customer in planning, delivering, and implementing high-priority strategic projects that contributes to the overall strategy and help drive its successful execution. The Strategy Policy Analyst will assist in trouble shooting current problems and implement effective solutions. Responsible for designing and facilitating the one year and five-year strategic plan by conducting quantitative and qualitative research, researching, and writing relevant policies, prioritizing stakeholders, gathering, and analyzing internal and external data, and making appropriate recommendations for ongoing organizational success. The Strategy Policy Analyst will also facilitate the client with managing all aspects of change associated with the transformation of the organization to align with the strategy, business processes and organizational structures.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Provide strategic and management assistance to include a) development of reports, presentations, whitepapers; b) answers to rapid response requests and taskers; c) research topics related to the NGA Planning Guidance, CIG and other subject areas associated with OSO.

  • Provide Strategy Alignment and Integration Support for NGA Planning, Programmatic, Budgeting, and Execution Evaluation (PPBE) activities.

  • Demonstrate ability to extract and synthesize complex information to prepare briefings, staff material, read-aheads, presentations, and other material as required.

  • Conduct strategic environment analyses and assessments to determine the impact current/evolving trends; future customer requirements and needs; and future challenges, threats, and opportunities the organization should address and/or pursue.

  • Design and facilitate the organization’s one-year and five-year strategic plan by prioritizing stakeholders, understanding values, and making appropriate recommendations to leadership.

  • Manage the planning process for the organization while making providing recommendations for improvements and operationalizing organizational objectives.

  • Ensure proper execution of plans.

  • Perform appropriate analysis/reporting for assigned projects and make appropriate recommendations for ongoing improvement.

  • Analyze organizational needs and develop strategies to meet these needs.

  • Develop and communicate action plans to overcome business challenges.

  • Maintain clear and complete knowledge on business operations and procedures, including the external environment.

  • Design, develop and implement change management strategies and plans.

  • Perform/assess stakeholder and change impact analysis identifying potential project impacts/risks.

Security Clearance Requirement:

Active/current TS/SCI minimum with the ability to obtain/maintain a Polygraph is required.

Required Qualifications:

  • Bachelor’s degree.

  • At least 10+ years of enterprise level policy experience with demonstrated experience in developing policies relevant to the DoD and Intelligence Community.

  • Specialized knowledge and/or understanding of Intelligence Oversight.

  • Must have experience in writing policy, policy review, and counter-intelligence.

  • Be a strategic thinker with strong organizational and problem-solving skills.

  • Adept at learning the client business, creating internal partnerships, fostering collaboration, and recommending strategies that fit the client culture and business model.

  • Competent in diagnosing individual and organizational performance improvement needs, matching intervention methodology with needs, and determining the appropriate development measures.

  • Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy-to-understand business terms to all levels of management including senior leaders.

  • Ability to effectively manage multiple competing priorities with high attention to detail.

  • Possesses strong analytical skills, good listening skills with ability to effectively coach and mentor others; must be able to lead by influence.

  • Exhibits effective team skills.

  • Ability to make decisions at the project team level and properly escalate those decisions that cannot be resolved on a timely basis.

Preferred Qualifications:

  • Graduate Degree within related field.

  • At least 2 years specialized knowledge of NGA, its Components, and programs.

  • Experience with GEOINT mission and understanding.

  • Demonstrated experience in successfully engaging with senior leadership.

The proposed salary range for this position is:

$102,900 - $216,200
