Job Description

The CDM Program is managed within the DHS National Protection and Programs Directorate, (NPPD)/Office of Cybersecurity and Communications (CS&C)/Network Security Deployment (NSD) Division, responsible for enhancing the security, resilience, and reliability of the Nation’s cyber and communications infrastructure. The DHS CDM Program mission is to safeguard and secure cyberspace in an environment where the threat of cyber-attack is continuously growing and evolving. The CDM Program defends the United States (U.S.) Federal Information Technology (IT) networks from cybersecurity threats by providing continuous monitoring sensors (tools), diagnosis, mitigation tools, and associated services to strengthen the security posture of Government networks.

What You’ll Get to Do:

The Tester and Documentation Specialist will develop and maintain Test and Evaluation documents consisting of Test Plans and Detailed Test Steps and will also assist in the execution of Developmental, Operational, and Security test and evaluation according to DHS Systems Engineering Life Cycle (SELC) requirements.

More About the Role:

  • Prepare and update Test and Evaluation Master Plans (TEMPs)

  • Provide Test Activity Reports (TARs) detailing the results of testing activities

  • Provide support to an independent organization conducting Independent Verification and Validation (IV&V) testing of the infrastructure and develop Plans of Action and Milestones (POA&Ms) to address critical findings

  • Perform test and evaluation of infrastructure components

  • Responsible for determining optimal approach to testing complex products or solutions to assure compliance with applicable specifications.

  • Combines customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints.

  • Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities.

  • Reviews and evaluates test requirements to ensure completeness of test program.

  • Performs technical analysis of complete systems and prepares comprehensive system level evaluations.

  • Support RFS Service Test and Implementation, ensuring the thorough and appropriate development and execution of test cases and test steps for Solution Definition Review (SDR), Solution Readiness Review (SRR), and Product Readiness Review (PRR) SELC phase gates

  • Assist technical staff in testing and test lab Change Management and Configuration Management procedures

  • Assist technical staff in maintaining “forward schedule of changes” calendar for all testing events

  • Facilitate continuous Security Test and Evaluation (ST&E) throughout all phase of Developmental and Operation Test

  • Established and productive individual contributor

  • May influence others technical staff through explanation of facts, policies and practices

  • May provide guidance and assistance to entry level professionals and/or support employees.

  • Interface directly with (and facilitate the CDM mission of) Cyber Architect, Lead System Integration Manager, Deployment Manager, Testing and IV&V Support Manager, CDM Advocates, and other CACI and DHS technical and programmatic staff to facilitate testing

  • Interface directly with Security Authorization Support Manager and facilitate Risk Management Framework (RMF) related Authorization activities.

You’ll Bring These Qualifications:

  • 3+ years of related technical experience

  • 3+ years of experience with defect tracking tool (JIRA, Rational CM, Quality Center) and processes for defect lifecycle.

  • Understanding of formal test procedures, methodologies, and testing applications, documentation, and equipment

  • Understanding of Change/Configuration Management policies and procedures.

  • Understanding of Developmental, Operational, and Security Test and Evaluation procedures.

  • Understanding with Test and Evaluation Master Plan (TEMP), Test Plan, and Detailed Test Step development

  • Typically has a University Degree or equivalent experience and minimum 3 years of related work experience.

  • Able to obtain a DHS Entrance on Duty (EOD) Clearance

These Qualifications Would be Nice to Have:

  • Bachelor’s degree in technical field preferable (but not required)

  • DoD Security Clearance

  • Experience with HP ALM, SoapUI Pro, Selenium and Performance test tools, scripting and execution strategy preferred.

  • Understanding of Systems Development Lifecycle (SDLC) and ideally the DHS Systems Engineering Lifecycle (SELC) as it relates to Developmental, Operational, and Security Test and Evaluation.

  • Strong understanding of Developmental, Operational, and Security Test and Evaluation procedures.

  • In-Depth understanding of Test and Evaluation Master Plan (TEMP), test case, and detailed test step development

  • Relevant DHS or .gov Cyber Security focused experience

  • Excellent written and verbal communication skills.

  • Ability to manage multiple assignments simultaneously.
