What You’ll Get to Do:
As a Senior Manager of Proposal Development, you will be responsible for the overall supervision/management of a group of proposal analysis staff. You will manage all activities involved in the development and revision of proposals.
More About The Role:
Plan, strategize, and position the proposal, including developing win themes, best value propositions, discriminators, and graphics.
Maintain focus on the win strategy throughout the proposal process and infuse that strategy and its resultant tactics effectively throughout the entire proposal.
Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline, and guidelines.
Respond rapidly to RFP amendments and implement required changes to proposal.
Develop and manage the proposal team, working with line organization management to identify and assign key proposal leaders (technical, management, security, resumes, past performance, pricing, subcontract management, procurement, etc.) and allocate proposal personnel and resources.
Work with line organization management to either identify cost volume lead and pricing volume lead or serve as cost/pricing volume lead; ensure cross-pollination and consistency of pricing with other volumes.
Identify roles and responsibilities to the detail level; communicates tasks and objectives clearly and unambiguously and ensures accountability on all requirements.
Prepare status reports and briefings for management; prepares, presents, conducts, and participates in meetings and reviews at all stages in the proposal (kick-off, planning and working sessions, team status calls, color team reviews, and lessons learned sessions).
Define, document, implement, and support continual proposal process improvement.
Assist line managers and staff in understanding and implementing capture management and proposal development best practices; provides on the job and just in time training accordingly to line staff, proposal writers and reviewers as needed
Act as a liaison with the Contracts department if support in negotiating contracts is needed.
Promptly respond to all internal and external customer inquiries and needs
Develop, format, organize, and assemble proposal deliverables including the proposal volumes, CDs, cover letters, and other attachments in a timely manner.
Maintain appropriate records and documentation; tracks, monitors, and reports data to support proposal development.
Establish short and long-term proposal objectives consistent with organizational strategy.
Participate in planning and policy development issues.
Prepare and monitor proposal budget.
You’ll Bring These Qualifications:
Bachelor's degree or equivalent
10+ years of related proposal preparation of which, 5 years experience in a government contracting environment
3+ years managing large, multi-functional proposal teams
Must be able to obtain a TS/SCI clearance.
These Qualifications Would be Nice to Have:
Telecommunications industry knowledge
Ability to understand complex technical solutions and communicate with highly technical staff
Flexible, able to work as an individual or on a team and have flexibility to work non-traditional hours when necessary in an often stressful, deadline-oriented environment
Experience supporting the IC a plus
An active TS/SCI clearance is a plus.
