We are seeking a Senior Technical Product Owner for our work with the ODIN Program of the National Geospatial-Intelligence Agency (NGA). Our teams are strategically dispersed across Sterling, VA; Denver, CO (DTC); and Arnold, MO. You will be part of team where problem solving and communication skills are critical to success. As a Senior Technical Product Owner, you will be contributing technically and working closely with developers, government product owners, business analysts, and the user engagement team to ensure that the developed software is meeting stakeholder needs. You will be a key member of the leadership team, doing work that matters for some of the U.S. Government’s most critical missions, and utilizing the latest technologies in Cloud Computing, and DevSecOps.

Specific Responsibilities:

  • Contribute technically on multiple Product Teams designing and developing software for new and existing solutions

  • Facilitate Agile ceremonies such as Sprint Planning, Daily Scrums, Sprint Review, and Retrospectives, and champion a culture of continuous improvement

  • Lead the development team in meeting mission by helping prioritize work, removing impediments from progress, and coaching the team on Agile processes

  • Help resolve issues/conflict that arise during development

  • Work across Product Teams to ensure end-to-end solutions for Release Train

You’ll Bring These Qualifications:

Clearance:

  • Active TS/SCI w/Poly clearance required.

Education :

  • Typically has a University Degree (BA/BS) or equivalent experience

Experience:

  • A minimum of 15 years of related work experience including 10 years of experience working on NGA Programs or Domain experience in Imagery Analysis

Required Skills:

  • Experience with SAFe Agile Methodologies

  • Understanding of agile development practices, including Agile Scrum methodology

  • Product Owner or other Agile certification

  • Expert in Software Development with software languages including Ruby, Python, Groovy, Java, JavaScript/NodeJS, C, C++ Expert developing Continuous Integration and Continuous Deployment pipelines

  • Expert with Cloud Application Platforms such as Heroku, Tanzu Application Service, OpenShift

  • Expert in CI/CD pipeline experience using GitLab or Jenkins

  • Expert with container technology (e.g. Docker) development and deployment

  • Expert with Kubernetes for container orchestration

  • Expert deploying, maintaining and optimizing RDBMS databases such as MySQL, Postgres

  • Expert with NoSQL databases like DynamoDB, MongoDB, Cassandra

  • Experience conducting trade studies and analysis of competing technologies

  • Domain experience in Imagery Analysis or Computer Vision

  • Strong communication, interpersonal and mentoring skills

  • Ability to work with and lead a team

  • Ability to adapt in a rapidly changing environment

  • Knowledge of Intelligence Community (IC) processes, policies and guidance, and cyber security practices

  • Ability to work in a highly collaborative, open, and unclassified office work environment

  • Strong interpersonal, teamwork, problem solving, organizational and multi-tasking skills

  • Comfortable working with a diverse set of contractors and customer personnel across multiple site locations

Pay Range: The proposed salary range for this position is $101,800-$218,800. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
