CACI International AFRICOM IO and Cyber Planning Lead in International, Germany
What You’ll Get to Do:
As the AFRICOM IO/Cyber Lead, you will lead and coordinate all program efforts associated with supporting the customer IO planning process. You will manage a diverse team of planners responsible for engagement, effects, targeting, messaging, and cyber operations.
More About this Role: You will manage employees as well as multiple projects assigned from either the program manager or the technical customer. You will be responsible for managing cost, schedule, and performance of these projects to include meeting milestones, creating and assessing deliverables, and controlling cost.
As the senior IO SME on the Program, you will also be responsible for providing advice and mentorship on IO planning and execution, working closely with the Government to ensure plans and CONOPS achieve desired technical customer end states. Team responsibilities will include:
Prepare, write, and deliver draft IO plans and orders relevant to the USAFRICOM mission
Prepare and present comprehensive draft briefings, author information and/or research papers
Facilitate, coordinate, and support the planning, development and rehearsal of strategic-level operations
Develop, synchronize, and deconflict strategic-level IO planning and operations; coordinate with other COCOMs, JS, and other agencies conducting strategic IO; create and manage all phases of classified strategic operations, to include measures of performance and measures of effectiveness.
Provide review of drafts of technical data, documentation and related information.
Develop and refine processes and formats for researching, establishing, and documenting USAFRICOM positions on strategic IO activities for presentation to senior management.
As the IO/Cyber Lead, you will be responsible for hiring, employee performance, and employee termination (when required). You will also be responsible for training, mentoring, and counseling both CACI employees as well as employees from teammates.
You’ll Bring These Qualifications:
Master’s Degree in a relevant discipline. (A relevant degree is one that pertains to one or more of the tasks listed in the offering. Subjects like International Affairs, History, African Studies, Cyber Security, Information Operations, etc.)
Completion of a senior level military education program. (e.g., senior service college, Fellowship, School of Advanced Air and Space Studies (SAASS)), School of Advanced Military Studies (SAMS), or Joint Advanced Warfighting School (JAWS).
Minimum of 15 years of military/DOD experience.
Minimum of five years of experience with Integrated Joint Special Technical Operations (IJSTO)/special access plans (SAPs).
Successful completion of a least one strategic IO assignment on the Joint Staff, COCOM, TSOC, or multi-national staff.
Minimum of 10 years of experience as an IO practitioner.
Minimum of five years of experience with strategic and/or operational IO planning.
Minimum of five years of experience with the organization, functions, policy development, and coordination processes of the DOD and the IC.
Required Skills, Clearances, etc.:
Working knowledge of Cyberspace operations.
Current Top Secret/Specialized Compartmented Information Security Clearance.
Expert-level knowledge of IO operational methods and TTPs with an emphasis on influence in the information environment.
These Qualifications Would be Nice to Have:
Active PMP certification.
Direct experience working in the AFRICOM AOR.
