What You’ll Get to Do:

The ideal candidate will be an experienced Senior IT Manager that organizes, directs, and manages contract operations support functions, involving multiple, complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages the client interface at the senior levels of the client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. In conjunction with the program manager establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all tasks assigned to the EUCOM team.

More About the Role:

The candidate will act as the EUCOM Operations Director and serve as the Government’s central point-of-contact for the command’s day-to-day operational activities and provide the necessary technical direction, guidance and supervision for contractor personnel assigned to the task order. This entails providing leadership, management and oversight for the program workforce to deliver communications and information technology (IT) services in support of EUCOM and their associated staff elements and organizations.

The candidate will serve as a senior CACI representative and central point of contact to EUCOM, responsible for establishing a strong working relationship and managing service delivery performance through SLA's and other key performance metrics. The candidate will make process improvement recommendations when required in order to enhance the customer experience.

In addition to the above-mentioned duties the candidate will act as the Deputy Site Lead for the CITS III program. When needed and assigned candidate will step into the DPM role as the senior CACI representative the Government.

Additional Job Description

The Operations Manager must have broad management and leadership knowledge to lead multiple job areas and typically has mastery level knowledge and skills within a specific technical or professional discipline with broad understanding of other areas across the program, to include all Tier I, Tier II, and Tier III services. Typically has a University Degree (BA/BS) or equivalent experience and minimum 10 years related work experience.

The Operations Manager owns the execution of strategy and the operational direction of projects and operational efforts; resolving problems impacting the ability to meet established milestones. They provide influence over others outside of the program or project regarding policies, practices and procedures. They are responsible for ongoing performance of the program or project once released to the production environment.

The Operations Manager establishes and implements tactical and operational plans for ongoing contract requirements, with significant impact on the achievement of the program. Focus is on mid to long-term strategies (e.g., 2-5 years) to achieve business results, which may require substantial development of new processes, standards or operational plans to achieve strategies.

The selected candidate will be responsible for modifying and improving entire processes or systems using significant conceptualizing, reasoning and interpretation skills. They ensure problems and issues are addressed quickly and oversees the technical analysis to understand the root cause of problems. They establish or executes on critical design concepts, criteria, and engineering efforts for product research, development, integration and test across all technical areas.

The Operations Manager communicates with parties within and outside of the program, and has responsibilities for communicating with parties external to the organization, which may include customers, vendors, and service providers. This requires an ability to influence others outside of own job area on policies, practices and procedures.

They are responsible for leadership and talent management across all areas of the contract, inclusive of multiple teams led by directors, managers and/or supervisors. They work in coordination with the Site Lead to create workforce and staffing plans for the program to ensure availability of technically qualified personnel.

Required Skills:

  • Possess a Top Secret Clearance/Sensitive Compartmented Information (TS/SCI)

  • Four year college degree in Information Technology or related field or equivalent experience

  • 12 or more years’ experience in management of projects/tasks similar in scope and requirements to current program

  • Thorough understanding of the assessment, preparation, and implementation of environments and change control activities for complex tasks

  • Possess the ability to work with others to coordinate efforts, resolve cross-team issues and communicate changes

  • Excellent written and verbal communication skills, and experience in presenting material to senior DoD and non-DoD officials

  • Organizes and implements the process of evaluating performance against established policies and procedures

  • Must be detail oriented and organized

  • Possess a deep understanding of Enterprise IT systems and the interdependencies of how they work together.

  • Managerial experience in a C4 networking environment with a significant number of direct staff.

  • Experience supervising substantial DoD C4 operations which encompass software development, user and network systems integration, and training in diverse operating environments with people of various job categories and skills.

  • Proven skills in manpower utilization, training, problem resolution, and employee relations.

  • Attracts, trains, develops, manages, and retains high performing staff.

You’ll Bring These Qualifications:

  • Bachelor’s Degree in information technology or comparable discipline

  • 10+ years’ experience large complex IT programs

  • Technical certification such as CCNA, MCSE, Splunk or Oracle

  • Experience supporting a Combatant Commands Enterprise IT infrastructure

  • Current TS/SCI

These Qualifications Would be Nice to Have:

  • ITIL v3 or v4 Foundation Certification

  • Applicable professional level IT certification (CCNP, MCSE, etc.)

  • IAT II or higher baseline certification

  • DoD Enterprise Service Management Framework

  • Possess an in-depth knowledge of DoD Enterprise IT policies and procedures

  • Champions, models, and coaches staff to exhibit cultural beliefs with the highest ethical standards
