You will serve as a Emissions Security / Tempest Specialist for USAFE and provide support to Air Forces Africa locations including, but not limited to Ramstein, Germany and AFRICOM Area of Responsibility (AOR) that may include Niger, Djibouti, and Kenya. Assignment may include periodic trips back and forth to Ramstein Air Base in Germany and or Stuttgart, Germany.

The emphasis is on Emissions Security (EMSEC) and TEMPEST concepts for support to operations Air Force units in East and West Africa. You will develop and promulgate Emissions Security and TEMPEST polices, processes, programs and procedural guidance through the interpretation of federal regulations, Air Force and DoD regulations, U.S. Laws, and executive orders. You are responsible for the overall certification process for facilities and equipment in your area of responsibility (AOR) IAW appropriate National, Federal, DoD, Joint, and Air Force regulations. Reviews and advises units in your AOR on all modifications and/or construction impacting the EMSEC/TEMPEST certification; coordinates all TEMPEST, PDS and Red/Black Separation certifications/reviews with local leadership, A6, Air Force CTTA and AFRICOM Command Security and Cybersecurity to ensure compliance with regulatory guidance. Coordinates all actions regarding the EMSEC/TEMPEST/PDS certification and/or inspection of work spaces with the approving officials, Air force CTTA, DoD, and AFRICOM Command Security and Cybersecurity. Reviews project plans and advises Air Force CTTA and Authorizing Official of all changes in construction or EMSEC/TEMPEST facility or equipment changes. Advises Air Force CTTA and Authorizing Official of any wireless receiver or transmitters within 10 meters of facilities housing National Security Information. Advises and relays Air Force CTTA and Authorizing Official recommendations for rectifying any Technical Security shortfalls, best practices and Red/Black separation requirements.

Coordinates TEMPEST countermeasures for collateral facilities, to include inspections of proposed and existing sites, request for waivers, open storage requirements and submission of TEMPEST testing, Facility TEMPEST countermeasure reviews and Protective Distribution Systems (PDS) reviews to the Air Force Certified TEMPEST Technical Authority (CTTA).

Validates PDS inspections are conducted IAW CNSSI 7003 and reviews kept on file. Ensures all PDS have received a Technical inspection prior to activation and minimum of annually.

Independently or as directed, conducts EMSEC/TEMPEST security surveys, inspections, and compliance reviews for facilities where sensitive material will be stored or processed.

Incorporates extensive knowledge of EMSEC/TEMPEST security concepts with other security disciplines to resolve problems requiring innovative solutions.

Provides subject matter expertise to leadership and units on security matters during post-survey/inspection/oversight visit phases.

Develops comprehensive training curriculum/lesson plans to unit personnel; conducts Technical Security awareness campaigns for units in your AOR.

Experience:

Comprehensive working knowledge of CNSSAM TEMPEST/1013, Red/Black Installation Guidance; CNSSP 300, National Policy on the Control of Compromising Emanations; CNSSI 7000, TEMPEST Countermeasures for Facilities; NSTISSI 7001, NONSTOP Countermeasures; CNSSI 7003, Protected Distribution Systems; Telephone Security Group Standards; MIL-HDBK-232, U) RED/BLACK Engineering-Installation Guidelines;

Working knowledge of TEMPEST RED/BLACK Separation requirements

Knowledge of security program interrelationships to serve in inter-organization security working groups between the Air Force, AFRICOM and DoD to identify and resolve security issues.

Ability to communicate effectively and discriminately with senior officials, counterparts and subordinates internal to the Air Force and external with AFRICOM and other organizations.

Knowledge of Emissions Security/TEMPEST programs sufficient to respond to problems and questions involving implementation of security guidelines and inspecting operating security programs for adequacy, efficiency and need for improvement.

Active Secret Clearance; ability to gain and maintain DoD TS/SCI clearance

Optional Experience:

Working knowledge of Air Force Manual 33-214 Volume 2, Communications and Information. Emission Security Countermeasures Reviews; and Air Force Manual 17-1305, TEMPEST

TEMPEST Fundamentals and/or System Installation & Facility Design Certificates

Experience with the DISA STIG for Traditional Security Checklists

The proposed salary range for this position is:

$68,400 - 143,700 USD
