What You’ll Get to Do:
As a CACI-SOAS USAREUR-AF Construction Security and Reporting Technician you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF)mission areas. You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command. The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.
More About the Role:
As a CACI SOAS USAREUR-AF Construction Security and Reporting Technician you will embed at Patch Barracks, Stuttgart, Germany, and may travel within both theaters as required, to perform services at locations within the USEUCOM or USAFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations.
These positions are contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.
Other duties of the Construction Security and Reporting Technician will include but are not limited to:
Provide support to construction Reporting, technical Reporting, Temporary Electronic Security System (TESS) design, installation, and operation to USUSEUCOM to successfully protect the integrity of the facilities throughout their renovation. The primary objective of this task is to prevent the unauthorized placement of covert surveillance devices within US Government facilities that handle or process classified materials or discussions.
Monitor, observe, and engage with construction workers to prevent the introduction of hostile monitoring devices during the construction process.
Conduct thorough screening of all equipment, materials, and furnishings intended for use in the controlled construction area, utilizing X-ray machines and other approved examination methods as specified by the government.
Perform comprehensive inspections of construction materials, tools, and equipment before and after use/installation, ensuring their integrity and identifying any potential tampering or anomalies.
Identify and report any deviations or inconsistencies in the finished construction work compared to the official project construction plans.
Implement access control measures to prevent unauthorized entry of individuals, materials, and equipment into the construction area.
Operate and utilize proposed inspection equipment effectively and proficiently.
Apply expertise in various construction disciplines, including civil, architectural, mechanical, electrical, and electronic engineering principles.
Read and analyze designs and blueprints, accurately interpreting the intended use as envisioned by the architect.
Conduct analysis of designs and structural complexities, identifying any elements intended to conceal an ulterior purpose not intended by the architect.
Utilize knowledge of Technical Countermeasures, construction principles, and the types of devices used by both hostile and friendly intelligence services for clandestine reporting purposes.
Prepare comprehensive reports in English, detailing issues, findings, and security situations that require staff action.
Maintain accurate and detailed daily logs throughout their assigned shifts. The log format will adhere to the requirements specified by the SSO, which will be determined post-award.
Apply expertise in USUSEUCOM security procedures and determine the appropriate level of security required in different sections of each facility under construction.
Regularly review the security requirements for the project in coordination with the USEUCOM SSO and the General Contractor (GC).
Maintain documentation records for the Construction Security Team (CST) throughout the duration of the project.
Submit daily logs to the Site Security Manager (SSM) as required.
Monitor the activities of all foreign national construction workers and personnel present on the Secure Construction Site.
Document the construction activities of all individuals on the Construction Site, as well as any security incidents that occur on the Secure Construction Site.
Carry out opening and closing procedures of the Secure Construction Site each day as directed by the SSM.
Contribute to ensuring the integrity and security of the construction site, detecting and mitigating potential threats, and maintaining a comprehensive record of all activities and incidents.
You’ll Bring These Qualifications:
BA/BS + 10 Yrs Experience, or 15 years of directly related Military experience
Active TS/SCI clearance in good standing
Minimum of at least 3 years experience in at least one of the following areas of expertise:
Construction security surveillance
Technical Surveillance Countermeasures
Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience.
These Qualifications Would be Nice to Have:
5 years in construction security surveillance, technical surveillance countermeasures, industrial or government security.
Previous CST experience at overseas or domestic project sites (2-3 or more projects).
Counterintelligence or Intelligence Analysis.
Naval Construction Battalion (CB) training.
U.S. Army Corps of Engineers construction training.

The proposed salary range for this position is:
$73,800 - 155,100 USD
