Serve as a NAVEURAF/6th Fleet Knowledge Management Subject Matter Expert (SME) in Naples, Italy, responsible to the NAVEURAF/6th Fleet Knowledge Management Directorate for providing knowledge management, information management, data management, solutions engineering support, and other pertinent requirements. The Knowledge Manager SME shall support a full range of functional information integration and management matters to include automation, disclosure, information, operations, personnel, and technical support. Support will be focused primarily on maintaining current knowledge management practices as well as designing new knowledge distribution policies and encouraging use of new practices. The Contractor will analyze the effectiveness of new knowledge management programs by observing their usage and evaluating their impact in terms of the organizational benefits. The Contractor will also interact with NAVEURAF/6th Fleet staff members, NAVREGION Fleet knowledge management team, and the Geographic Combatant Commands (GCCs) that 6th Fleet supports. The Contractor will act as a mediator to answer the queries of internal staff about knowledge management products and practices and will utilize the knowledge base resources and design a training module for the staff to help them access knowledge management tools.

What You’ll Get to Do:

Support the command as the Knowledge Management SME, located in Naples, Italy at NAVEURAF/6th Fleet Headquarters, Naval Support Activity Naples, for the entire period of performance to serve as a NAVEURAF/6th Fleet Knowledge Management SME. Technically perform under the NAVEURAF/6th Fleet Knowledge Management Directorate for knowledge management, information management, and data dissemination support. The Knowledge Manager SME shall serve a full range of functional information integration and management matters to include automation, disclosure, information, operations, personnel, and technical support. The contractor shall provide Knowledge Management SME support, embodying the best user interface and user experience (UI/UX) principles, with the objective of fostering information sharing and enhancing decision making across the command. The contractor shall perform process analysis and modeling employing related disciplines such as requirements analysis, outreach/engagement, quality communications, and strategic/systems thinking. The contractor shall enable command information discovery and sharing by eliciting requirements, recommending possible courses of actions/solutions, and developing proactive information delivery solutions and techniques while identifying and implementing business intelligence, reporting, and data analysis to include metadata ontology and integration. The contractor shall engage in continuous process improvement by identifying critical processes across the staff and work with responsible elements to improve them, developing the means by which information can be commonly understood and applied across the spectrum of functions and planning horizons, and by responding to emergent process improvement requirements to improve unforeseen process shortfalls and problems. The contractor shall engineer solutions for people and processes that considers hardware and software technologies in use, product lifecycles, business process engineering, and Government- and Commercial Off-The-Shelf (GOTS/COTS) solutions whenever cost-effective and valuable. The contractor(s) shall capture individual and organizational knowledge and develop KM strategy and methodology plans utilizing industry best practices and procedures, tailored to the current and potential future requirements of the NAVEURAF/6th Fleet Knowledge Management Directorate. The contractor shall utilize SharePoint or other Government-approved domains to develop, build, manage, and maintain collaborative environments at both unclassified and classified levels. In developing and maintaining these environments, the contractor shall ensure that they comply with all NAVEURAF/6th Fleet and DoD standards and regulations.

More About the Role:

  • Assist the Government with creating or editing plans and polices which codify KM principles, practices, procedures, and standards in various documents, guides, and instructions.

  • Utilize portfolio management techniques to select, prioritize, and control KM projects and programs in order to stay in line with EUCOM/AFRICOM NAVY COMPONENT strategic objectives and KM capacity to deliver service with the goal of balancing change initiatives and achieving business-as-usual while optimizing return.

  • Conduct Data Reconnaissance by surveying and interviewing data sources.

  • Map data and characterize the state of data across the continuum.

  • Provide sustainment functions for all KM solutions in the product portfolio.

  • Develop and modify workflows.

  • Develop and implement smart taxonomies for data.

  • Operationalize data through creative means by leveraging existing COTS/GOTS capabilities.

  • Collect and document requirements not being met by existing KM capabilities and provide outreach as needed.

  • Work independently and collaboratively to achieve desired outcomes.

  • Provide expertise and advisory assistance to the Command on Data science, Business Process Engineering, and/or Business Intelligence Analysis as needed to support the Commands KM requirements.

You’ll Bring These Qualifications:

  • Preference given to adjudicated Top Secret/Specialized Compartmented Information Security Clearances. Secret Clearances encouraged to apply.

  • Possess the ability to effectively communicate both orally and in writing.

  • More than five years of experience on a joint or service staff.

  • More than five years of experience with Knowledge Management or Data Science.

  • Experience with exploiting and dissecting large data sets.

  • Experience with scripting, including JavaScript or Python and Regular Expressions.

These Qualifications Would be Nice to Have:

  • Master’s degree and ten years of experience, or a Bachelor's degree and eighteen years of experience, or an Associate’s degree and twenty two years of experience.

  • Working knowledge of the missions of Defense Information Support Agency, US Africa Command, the Department of the Navy, and their corresponding components and sub-unified commands.

  • Experience interacting with and briefing Flag and General Officers.

  • Desired experience with program management and/or certifications such as PMP, Scrum Master, Agile certification.

  • Experience with exploiting and dissecting large data sets with Relational Database Management System (RDBMS), Oracle, and/or SQL Server.

  • 5+ years of strong programming background with Java/Python/Scala

  • At least 3+ years of experience working on Data Integration projects using Hadoop MapReduce, Sqoop, Oozie, Hive, Spark and other related Big Data technologies.

  • Certification in one of the following: Amazon Web Services, Apache Spark, Big Data, Databricks, Oracle.

  • Experience with Amazon Web Services (AWS) and/or Microsoft Azure.

  • Prior deployment in direct support of the client.

  • Prior support to military forces.

  • Prior deployment to hostile environments.

  • Ability to work independently with some government oversight and function effectively as part of a team in a joint working environment.
