CACI is pursuing the prime contract for a large-scale integration and development transformation program that will offer significant growth opportunity for candidates. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.

Navy is modernizing the way it operates to provide improved service delivery to current and future Sailors and their families. The Navy is successfully recruiting, training, and managing its Sailors in today’s demanding operational environment. However, the MPT&E enterprise’s organization, processes, and infrastructure are complex, outdated, and inefficient. Over the next several years, the MPT&E enterprise will transform how Human Resources (HR) services are offered through a holistic, end-to-end effort that will directly impact the entire Navy “Hire-to-Retire” (H2R) lifecycle. Toward this end, MPT&E will employ services to integrate disparate platforms used for MPT&E mission functions, existing or evolving systems, infrastructure, mission capabilities, data analytics, and programs to build an interoperable and scalable network of capabilities in support of the Sailors’ MPT&E needs. The Navy's MPT&E enterprise must evolve to meet the needs of the Fleet and our Sailors. The Configuration Management (CM) Specialist will be a part of the Manpower, Personnel, Training and Education (MPT&E) enterprise team. Configuration Management Specialist will be assigned to Development and Integration Scrum teams. Will be responsible for all configuration management activities/tasks within the MPT&E Agile scrum teams. Delivers solutions per sprint priorities as per the ongoing business case analysis and decision analytics. Work will be executed in an Agile development environment, with business analysts teaming with application developers, testers and training resources to develop and deliver and support quarterly releases of new business process and application functionality across a 5-year program lifecycle. This position will maintain allocated, functional, and physical baseline control as well as have the ability to perform audit support. This position requires active participation in the review of engineering change requests to assess impact upon configuration baseline and logistics support elements. The CM Specialist will maintain configuration control records and technical documents. The candidate should have strong analytical, problem solving, and communication skills with a keen attention to detail. As part of a multi-disciplined development team, the candidate should take the initiative to attack new challenges and learn new skills independently.


  • Manage the Commercial off the Shelf (COTS) inventory deliverable

  • Manage the CM content libraries

  • Author CM processes and procedures while ensuring compliance with the customer’s requirements

  • Perform configuration management audits and produce reports for exception, status and metrics related to CM

  • Utilizes operational policies, procedures and recognized best practices to ensure the integrity of the Configuration Management System (CMS)

  • Serves as an Agile Scrum team member providing software development and maintenance services for the delivery of releasable software. Responsible for activities associated with delivery of software solutions associated with customer-defined systems and software projects.

  • Proactively researching new government policies, working with Subject Matter Experts, and reading project material to develop a full understanding of the business, the data, and both the operational and executive reporting needs

  • Proposing/Documenting technical design document include report layouts, reporting dimensions, and mapping data as required to the business specifications while working with a business analyst.

  • Communicating within the development team to ensure process, definitions, metrics, and metadata are used consistently, and all relevant documentation is updated and available for all team members.

Required Skills:

  • At least 5+ years of CM experience

  • Bachelor’s degree in Computer Science or equivalent.

  • Knowledgeable of CM principles

  • Experience administering CM and supporting tools

  • Knowledge of configuration and release management procedures (CRs, Defects, and Enhancements)

  • Knowledge of business intelligence reporting and data quality

  • Experience working with large databases

  • Understanding of software development lifecycle and methodologies, Agile in particular

Desired Skills:

  • Knowledge of Apache Subversion (SVN) and Team Forge Collab Net

  • Knowledge of Capability Maturity Model Integration (CMMI)

  • Knowledge of Oracle PeopleSoft, Salesforce, and ServiceNow platforms

  • Domain expertise in Human Capital Management Systems

  • Previous experience with Cloud-based Learning Management Systems, Learning Content Management Systems, and content development tools

  • Understanding of Navy Manpower, Personnel, Training and Education business processes and application systems.

  • DOD 8570 cybersecurity certification.
