CACI is looking for Network Systems Engineer to work onboard the USNS COMFORT (T-AH-20), stationed at Norfolk Naval Base, with strong interpersonal and communication skills as well as a record of accomplishment in successful project execution.
Required international travel up to 70% onboard an afloat platform. Both IT and non-IT related engineering and healthcare subject matter expertise is required to support the full Engineering lifecycle.
The Network Systems Engineer will primarily support the Military Sealift Command (MSC) Military Treatment Facility (MTF) Program Manager as a broad base Subject Matter Expert in Command, Control, Computer, and Communication (C4) systems. The CIO will oversee performance, tasking, and mission readiness for subordinate contractor personnel assigned.

What You’ll Get to Do:
Develop and maintain a Hospital Ship IT Planning Document that forecasts for no less than 5 years any upgrades, new installations, or modifications to any Information Technology or Communications System.
Implementation and ongoing maintenance of infrastructure required to surge manpower capacity by 96% (From a crew of 65 to 1,350) in less than 72 hours in support of disaster response operations, while maintaining integrity of protected information and auditing systems.
Provide “Tier 4” technical support to Civilian and Military staff regarding on board information technology or communications systems.
Provide “Tier 3” support for embedded network systems onboard USNS COMFORT (T-AH-20).
Certify all applicable information systems are being installed, maintained, and operated in accordance with applicable Security Technical Implementation Guides, Program of Record configurations, or Authority to Operate guidelines.
Develop and maintain System Administrative (SA) guidelines, Standard Operating Procedures (SOPs) and Network Architecture diagrams.
Perform routine hardware maintenance/troubleshooting and operating system upgrades for the MTF network systems.
Liaison with MSC N6x and BUMED IT Programs Office in order to maintain common configuration elements required for successful operation of the medical applications installed on the MTF network.
Perform customer support services with the onboard MTF network users.
Provide initial training on MTF operations to new staff embarked.
Perform life cycle management of assigned assets.
Harden the network IAW with IA standards/mandates.
Design, document, set-up/configure, and troubleshoot Local Area Networks (LANs), to include router and L2/L3 switch configurations, Internet Protocol (IP) assignments, VLAN instantiation, and hardware and software selection and installation.
Install, load, maintain, upgrade, test, troubleshoot, and provide IA support for the MTF networks.
Utilize Retina and ACAS for vulnerability scanning purposes.
Manage the DISA HBSS 5.x systems on the NIPR and SIPR networks.
You’ll Bring These Qualifications:
High level knowledge of the Health Level 7 (HL7) electronic medical record messaging standard -
Must be able to obtain and maintain a Department of Defense SECRET security clearance.
Typically requires 3 - 5 years of hands-on IT Shipboard related experience.
Must have a current Information Assurance (IA) Technical Level II (i.e. GSEC, Security+, SCNP, SSCP) certification
Familiarization with Navy Shipboard environments to include CANES and ISNS Legacy.
Proficient with Windows 7/10 and Windows Server 2008/2012
The ability to work independently and without constant supervision.
A willingness to work in an energetic, fast-paced and team environment.
Excellent organization and communication skills.
Position will deploy with the USNS COMFORT (T-AH-20) for missions and the USNS COMFORT (T-AH-20) can be underway for 6 months or more. You must be willing to deploy with the ship as embedded contractor support staff for that duration.
Education and Experience:
8-10 Years’ experience
Bachelors of Science
You may substitute experience for degree (8+ years relevant experience required in this case).
- CompTIA Security+ Valid IAT-3 certification.
These Qualifications Would be Nice to Have:
Direct onboard experience in Mercy Class hospital ship information system operation, design, troubleshooting, and repair.
Experience in Joint Commission (Formally the Joint Commission on Accreditation of Health Care Organizations), US Navy Board of Inspection and Survey, and DoD Inspector General independent audits of HIPAA compliance and classified material control.
Ability to deploy on short notice for extended periods of undefined time in support of humanitarian disasters.
Theater Medical Information Program | TC2 application familiarization.
