CACI International Senior Program Manager in Norfolk, Virginia
CACI is seeking an innovative Senior Program Manager to lead a team of cross functional and technical professionals to employ innovative instructional design and development concepts and assessment strategies while implementing new and modern learning technologies to enhance and sustain Navy training content. This effort directly supports the Navy’s High Velocity Learning while supporting the broader goal of improving Sailors knowledge, skills, and application in the operational fleet environment.
What You’ll Get to Do:
Manage a substantial workforce developing and delivering products in support of the Navy’s Sailor 2025 vision for Ready Relevant Learning (RRL) and the transformation of Navy accession training.
Implement policy and process across a broad range of solutions for instructional systems design professionals and curriculum production.
Lead team of professionals in meeting customer expectations, relationship management, and integrate functional and operational resources to support the Sailor 2025 RRL team.
Implement and direct program management team in all aspects of content conversion, production and delivery, quality control, program reviews, resource planning, and prioritizing tasking.
Lead and oversee process and performance control and reporting, internal and customer facing financial and contractual management, program risk and issue reporting.
Develop integrated team competence and collaboration for excellent team engagement and customer communications.
Establish baselines associated with cost, schedule, and quality reporting utilizing integrated master schedule, CWBS, project specific spend plans, burn rate reports, and man-hour deliverables per CLIN.
Establish Sub-contractor agreements, conduct teaming negotiations, technical evaluation, performance tracking, oversee procurement requests, and perform invoice approval.
Serve as primary customer point of contact for all related program activities, cost, schedule, and technical performance.
You’ll Bring these Qualifications:
Education – Bachelor’s degree or higher in Science, Technology, Engineering, Mathematics, with additional course work in Business Administration, Instructional Technology, Education, or Instructional Systems Design.
Minimum of 12 years’ experience in program and project management of large scale (250-400 people) efforts and workforce delivering products or services within or to the Navy with NETC, NAWCTSD, Fleet/Force N1/N7, or Learning Centers. Focus in education, training and development, blended learning, and Interactive Multimedia Instruction (IMI).
Certified Project/Program Manager through Project Management Institute (PMI.Org) or equivalent DAIWIA Level 2/3 designated PM.
Operational experience in the areas of; strategic planning and communications; requirements development and analysis; system integration and program management.
Proven ability to successfully lead a diverse and dispersed program team, including sub-contracted partners, while delivering strong program performance.
Excellent oral and written English communication skills to effectively interact with team members, customers, and business partners.
An active Secret Level Clearance.
These Qualification Would be Nice to Have:
Expert in Learning Theory, Design Thinking, Prototyping Learning/Training Solutions.
Proven background in the application of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model Instructional Systems Design (ISD).
Certifications in Business Process Methodologies (Lean, Six Sigma, Shingo, etc.) with experience in modeling, simulation and process and performance improvement.
