CACI is seeking an experienced, senior business process consultant specializing as an Implementation Agent to work as part of an integrated team developing, leading and implementing the future state process change needs for large naval installations. Our Integration Agents – one to be placed at each public Naval Shipyard - will oversee and train technical personnel, implement project management procedures to ensure timely completion of projects, and apply knowledge of communication installation techniques to client processes. They also review project plans and resolve onsite problems.

This position will support strategic leadership and operational efforts for Naval Sea Systems Command (NAVSEA) O4T office. Specifically, this role will serve as the organizational implementation agent to stand up the new Transformation Office (100TO) located at Pearl Harbor Naval Shipyard. This position will be responsible for leading designing and implementing organizational change initiatives in alignment with NAVSEA 04T Industrial Operations Transformation mission and vision. This entails development of strategic partnerships with military flag level leadership, government, CACI and sub-contractors, advising and driving transformative process improvement initiatives to reach future state objectives. This requires onsite presence at Pearl Harbor Naval Shipyard to support a dynamic and fast-moving team of innovators by providing strategic leadership and operational support.

What You'll Get to Do:

This role will be supporting the Code 2300 and Shipyard Commander by:

  • Ensuring direct engagement with 04T2 for standardization of the CNO Availability Model across NSYs.

  • Providing firsthand, holistic insight into Availability challenges.

  • Facilitate the develop majority of the 100TO implementation plan prior to the appointment / launch of the official 100TO.

  • Assist the 100TO, once officially appointed and operational with understanding for decisions made to date on implementation plan to gain their concurrence.

  • Support the 100TO, once officially appointed, with modifications to the implementation plan in time to a support its submission to NAVSEA 04T NLT 30 day after the appointment of the 100TO.

  • Capture strategic plans, lead process assessments of internal and external organizational engagement practices and communication procedures.

  • Facilitate meetings, develop process documentation, design key performance indicators, and developing/recommending alternative solutions for improvement.

  • Provide consultation services and connect customer with other subject matter experts.

  • Ability to interface, influence, and coordinate with personnel at all levels of both the CACI and the NAVSEA organization.

  • Develop, track and report metrics to show progress of initiatives and return on investment.

  • Foster an open exchange of ideas and best management practices; build business acumen and relationships; and enhance the professional knowledge, skills, and abilities at all levels of the Command.

  • Provide consulting, coordination, and multi-media communication, as needed, to accomplish or assist with overall task management.

  • Lead planning, execution and close-out actions for routine meetings, cross-functional off-site meetings, teleconferences, and Strategic Planning Sessions.

  • Ability to interface, influence, and coordinate with personnel at all levels of both the CACI and the NAVSEA organization.

  • Support, coordinate and manage customer expectations in preparation of documentation, deliverables, and staff assignments, as required.

  • Draft and review statements of work, white papers, and other routine correspondence.

  • Provide input on briefing materials for various program manager briefings and presentations with completed staff work.

  • Deliver regular status and findings reports capturing the actions, progress, and way-forward recommendations.

You’ll Bring These Qualifications:

  • Active security clearance.

  • Bachelor’s degree in Business Management, Process Improvement, Industrial and Organizational Psychology or related field.

  • Minimum seven (7) years’ experience leading and implementing organizational transformation and complex process improvements.

  • Strong ability to build relationships and interface, influence, and coordinate with personnel at all levels of both the CACI and NAVSEA organization.

  • Demonstrated interpersonal skills and the ability to function as a team member in a demanding, fast-paced environment.

  • Experience planning, execution and close-out actions for routine meetings, cross-functional off-site meetings, teleconferences, and Strategic Planning Sessions.

  • Knowledge or experience with naval or shipyard environment and prior military or government experience.

  • Expert knowledge and skills sufficient to perform a wide range of executive, managerial, and administrative support responsibilities, and duties as necessary to assist team members with complex tasks.

  • Demonstrated proficiency in the preparation, selection, organization, and presentation of information in a concise and coherent manner.

  • Ability to prioritize and manage multiple tasks simultaneously.

  • Proficiency with the Microsoft Office suite.

These Qualifications Would be Nice to Have:

  • Knowledge or experience working in a naval or shipyard environment or other heavy industrial industry.

  • Post-command Naval Commander or Captain familiar with the NAVSEA organization and / or public Naval Shipyard organization and operations.

  • Project Management Institute (PMI) Project Management Professional (PMP) Certification

  • Training, experience, and/or certification in Lean, Six Sigma, Shingo, or Theory of Constraints
