CACI is seeking a Program Operations Manager (POM) to support our client and overall operations at OMF, Portsmouth NH (Naval Shipyard). The Program Operations Manager (POM) manages customer relationships, people, projects, and processes with a laser focus on alignment to strategic, tactical, and operational contract support activities. The POM makes significant decisions at the local site level that require expenditure or allocation of resources to meet contract requirements within funded taskings. This position reports directly to the Program Manager and is integral to the Program and CACI aligned culture.

Position responsibilities include:
Oversee site responsibilities, planning, prioritizing, and directing the work of employees and subcontractors with a focus on operational and delivery excellence; this may include delivery support, services, and presentations.
Be attuned and responsive to customer needs, challenges, and opportunities with an innovative/transformative professional mindset. POM is on the customer site 50% of the time.
Execute and evolve a common contract framework for services, solutions, and metrics.
Direct, execute, establish, and achieve customer requirements, team objectives, operational plans with measurable contribution toward the delivery and results of the job function or completion of a project/tasks using project management principles.
Support Program internal (CACI) and external (customer) business reporting requirements.
Lead a team of professionals and practitioners from multiple task areas within the contract while maintaining functional area methodology in alignment with contract/program expectations.
Manage direct reports at the site level.
Oversight of staffing accountability and process adherence to policies, practices, and procedures.
Provide input to talent acquisition, promotion, performance, and rewards decisions for direct reports.
Make significant improvements of processes, systems, or products to enhance performance, value of services and demonstrate innovative influence with consideration to a systems perspective (Company-Program-Site).
Communicate and knowledge share with other CACI programs and counterparts within and outside of own job function, and with external customers or vendors depending upon the job function.
Stay current on naval maintenance community, strategic goals, programs, trends, technology, etc.
Problems and issues faced are numerous and undefined and require information gathering, analysis and investigation to understand the problem. Problems can be difficult and moderately complex; typically impact multiple organizations, functions, or specialties. Problems are typically solved through drawing from prior experience and analysis of issues.
You’ll Bring These Qualifications
Must be a U.S. Citizen with active DoD Secret security clearance.
Three plus years of Naval Maintenance experience.
Broad understanding of shipyard business and operational processes and general knowledge of planning and execution systems utilized.
Five plus years of Industrial Engineering experience.
Lean Six Sigma certification.
Project Management Institute certification.
Executive presence and ability to engage and respectfully challenge senior leaders.
Excellent interpersonal and communication skills.
Bachelor’s Degree in a related field of study.
These Qualifications Would Be Nice to Have
Working knowledge of Project Management Fundamentals, Industrial Engineering, Organizational Behavior, and Team Development.
Working knowledge of the range of services offered under the PEDE contract.
