We are focused on helping our client modernize and migrate their learning and development technologies for US Navy Sailor training. We need people who are familiar with situations where the functionality of a learning system is needed in a disconnected operation i.e. US NAVY ship at sea (AFLOAT). To do that, we are the trusted partner that gets to:
Serve as the Subject Matter Expert for the MyNavy HR Learning Stack’s Disconnected Operations and AFLOAT Requirements Management
Identify, analyze, define and coordinate user, customer and stakeholder needs and translates them into technical requirements
Identify technology solutions with the potential to improve technical capabilities
Work with stakeholders as well as technical and analytical counterparts to define constraints, and develop requirements and concept of operations documentation
Work with stakeholders to identify best-fit technical solutions for business unit needs as it applies to disconnected operations and AFLOAT and identify potential environmental impacts on systems
Provide conceptual design, prototype, and test cycles appropriate to a chosen technical solution and identify and manage dependencies with other systems and elements of the IT infrastructure
Evaluate industry offering to identify products and technologies with the potential to support the design
Record lessons learned, processes and procedures, and other pertinent quality topics in appropriate formats
Develop and implement test plans for commercial off the shelf (COTS) and custom developed systems
Deliver work in an Agile development environment, teaming with application developers, testers and training resources to develop and deliver and support releases of new business process and application functionality.
Play a key role in existing and potential customer relationships and be proactive in optimizing business results
Identify DoD / Navy policies, procedures, and regulatory changes that can impact design and functionality
Evaluate and provide feedback on system and technical design documents, test plans and scenarios, and other associated artifacts
Provide daily assistance to staff and assist the team in helping to evaluate and test human capital management system solutions and other third party/custom solutions as necessary

CACI is the prime contractor for the MyNavyHR Transformation program, a large-scale integration and development transformation effort, that will offer significant growth opportunity for candidates. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, CRM, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.

You’ll bring these qualifications:
BS in Computer Science or related field and 6 years direct experience (or 10-12 years of IT experience)
Three years specific experience troubleshooting and problem solving both technical and non-technical issues.
Three years of demonstrated on-the-job experience with Linux and Windows operating systems.
Three years of demonstrated on-the-job experience with Cloud computing infrastructures and virtual networking.
Three years of demonstrated on-the-job experience with the creation of automation scripts for system operations and maintenance
Three years of experience in supporting Cloud-based software implementations of large-scale education-related systems or software and responsible for requirements management for the full development lifecycle
Direct experience identifying, documenting, adapting and implementing system requirements for disconnected operations and/or AFLOAT circumstances
Experience migrating systems and software through various cloud-based virtual environments through the software development lifecycle
Experience with analyzing technical and business requirements and conducting gap analysis/assessment
Experience being part of a team and being able to adjust to a dynamic working environment that supports a government agency to include interfacing with multiple teams and being part of a multi-disciplined development team
Analytical, strategic, articulate, and excels at understanding our customer’s needs and can document business requirements to effectively support the program and demonstrate strong problem-solving skills
Strong written, verbal, and listening skills; ability to communicate in a clear and concise manner; strong analytical skills and display initiative to approach challenges and learn new skills independently
Experience in functional testing and change management for large government organizations
Direct experience with the US Navy, in particular, the Navy Education and Training Command and/or time Afloat or in disconnected operations
A DoD 8570 security Information Assurance Technical (IAT) level 2 certifications i.e. CompTia Security+ and/or ISC(2) CISSP or comparable
Master’s degree in computer science or Information Systems or other technically relevant degree or related-study bachelor’s and 5 years specifically relevant experience
An Active Secret Clearance (or no less than one-year since a Secret or higher clearance expired) Ability to get TS clearance after hire.
These qualifications would be nice to have:
Understanding of MyNavy HR business processes and application systems
Knowledge of US Navy Learning and Sailor Education and/or experience working with Naval education systemsand experience assisting Navy with AFLOAT or disconnect operations requirements management
Experience Afloat or disconnected operations.
Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness
Experience supporting various resources in scrum teams in an Agile environment; experience working in Sprints, Daily Scrums, and multiple work streams
Domain expertise in University or Training Systems
Knowledge of Capability Maturity Model Integration (CMMI)

Pay Range: The proposed salary range for this position is $86,200-$176,600.
