What You’ll Get to Do:

You will get to support and advise the Federal Railroad Administration’s Office of Railroad Policy Strategic Communications in planning, managing, and evaluating programs, operations, processes, and Strategic Communications deliverables/content. You will conduct research, analyze complex data sets and systems, identify trends, manage and track various program initiatives, and prepare content, presentations, and reports. You will also be responsible for drafting policies and procedures, tracking and evaluating operational and program performance, and identifying and resolving any related issues. All projects will be related to the implementation of the Strategic Communications Plan.

More About the Role:

The successful Program Analyst candidate will be proficient in writing, editing, and drafting SOPs and guidance on procedures and processes, and in evaluating operational and program effectiveness to develop solutions and make improvements. An outstanding Program Analyst will be an expert communicator, highly organized, have strong project management, analytical thinking, and problem-solving skills, and be able to work in a fast-paced environment.

Program Analyst responsibilities:

  • Tracking and managing incoming Strategic Communications Team tasks/projects from start to finish.

  • Conducting research, analyzing data, identifying trends, and preparing reports

  • Determining program requirements and making recommendations

  • Analyzing programs, policies, and procedures, and making recommendations to optimize these

  • Drafting new or revising existing policies and procedures

  • Assisting program managers with tracking metrics

  • Identifying and resolving issues and problems

  • Planning, analyzing, and evaluating the effectiveness of operations and programs

  • Researching and gathering materials to use in projects

  • Drafting and pulling together content from various resources for deliverables including briefers, fact sheets, presentations, or other team deliverables

  • Following up with SMEs to collect final deliverables, organizing and storing finals in a repository

  • Helping create a Knowledge Management system and best practices

  • Working with Subject Matter Experts and StratComm team, update FRA website using WYSIWIG in Drupal (training provided)

You’ll Bring These Qualifications:

  • Bachelor's degree in business or a related field

  • Two-plus (2+) years of experience as a Program Analyst, Management Analyst, or in a similar role

  • Excellent communication, interpersonal, and writing/editing skills

  • Strong organizational and time-management skills

  • Broad knowledge of strategic communications

  • Expertise in Microsoft 365 and knowledge of multiple databases and software systems

  • Ability to collect and analyze complex sets of data

  • Good critical-thinking and problem-solving skills

  • Strong project management skills
