The Business and Information Technology Solution (BITS) sector has a need for a staffing specialist. This position is integral in supporting complex and strategic bids by identifying qualified personnel that demonstrate CACI's understanding of job requirements.

More About the Role:

This position serves as the Proposal Staffing Specialist SME for new business and/or recompete opportunities. As the Staffing Lead you will work as part of our estimating team to help identify qualified resources to fill roles/positions in a staffing plan. You will work as part of a team who supports BITS bids across the sector providing expertise in professional proposal development as a section lead. The section lead must understand the capture and proposal process as well as their role supporting the staffing lifecycle of an acquisition and will provide the following support:

  • Serve as a member of the proposal team coordinating with other CACI departments such as HR, Pricing, Recruiting, Proposal Operations and Capture to build the contents of the staffing plan.

  • Create staffing solutions, ideal labor mix, level of effort (LOE), staffing profiles and organizational chart structure in conjunction with the technical solution.

  • Develop Key Personnel Qualification Matrixes (KPQM) and/or resumes detailing specialized experience and qualifications for proposed personnel.

  • Ensure all staffing proposal components, including staffing plans, staffing slides, Key Personnel resumes, transition-in staffing, and staffing rationale are connected, integrated, and aligned to the technical solution and solicitation requirements.

  • Present the status of proposal artifacts to senior leadership at milestone reviews.

  • Develop staffing plans and associated written content addressing solicitation requirements.

  • Create and maintain repositories and collaboration environments.

  • Participate on proposal review teams.

You’ll Bring These Qualifications:

  • Bachelor’s Degree or equivalent experience.

  • 7+ years of related work experience preferably working within the BD acquisition lifecycle such as BD, Capture, Proposal Development, Recruiting and/or Resource Management

  • 3 years supporting government proposal development, including staffing or pricing.

  • Experience developing staffing strategy and rationale for large volume complex bids valued at $75M or more.

  • Must be able to manipulate large data sets.

  • Experience working with Federal Acquisition Regulation (FAR), Request for Proposal (RFP), and Request for Information (RFI), for a variety of contract vehicles including Federal Systems Integration and Management Center (FEDSIM) solicitations is desirable.

  • Excellent verbal and written communications skills and attention to detail.

  • Advanced Microsoft Excel skills; Must have ability to create and manipulate Work Breakdown Structures (WBS) and the ability to create and manipulate data using formulas and other Excel features.

  • Ability to estimate/develop rough order of magnitudes (ROMs) for bid and proposal (B&P) costs, determining the number of Full-time Equivalents (FTEs) required to support staffing plan development.

These Qualifications Would be Nice to Have:

  • Ability to handle 2 or 3 large complex bids at one time

  • Train or mentor team members who are supporting staffing plan activities such as sourcing, writing, etc.

  • Assist BD/capture team by writing white papers or making strategic decisions regarding staffing

  • Solution recruitment/retention and staffing sections serving in the role as proposal section lead

  • Assist with key personnel qualifications as needed

  • Must be able to represent the company's staffing solution on FEDSIM bids.

  • Must have or be able to obtain and maintain a US Government Secret or above security clearance.

Pay Range: The proposed salary range for this position is $71,800-$147,200. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
