What You’ll Get to Do:

CACI is seeking a Proposal Staffing Strategy Lead to support the development of staffing strategy and staffing approaches for our strategic government proposals. In this role you will work closely with our Capture Managers, Program Managers, Pricing Leads, and Solution Architects to map the requirements, certifications and skills required in the RFP to the technical solution.

This position may also be responsible for developing the staffing rationale for the proposal. You will leverage your analytical expertise to produce accurate and complete proposal products concerning the staffing solution and rationale.


  • Part of the proposal team in coordination with other CACI departments such as HR, Pricing, Recruiting, Proposal Operations and Capture to build the contents of the staffing plan.

  • Create staffing solutions, ideal labor mix, level of effort (LOE), staffing profiles, organizational chart structure in conjunction with the technical solution.

  • Develop Key Personnel Qualification Matrixes (KPQM) and/or resumes detailing specialized experience and qualifications for bid personnel.

  • Ensure all staffing proposal components, including staffing plans, staffing slides, Key Personnel resumes, transition-in staffing, and staffing rationale are connected, integrated, and aligned to the technical solution and Task Order Requirements (TOR).

  • Present the status of proposal artifacts to senior leadership at milestone reviews.

  • Develop staffing plans and associated written content addressing solicitation requirements.

  • Create and maintain repositories and collaboration environments.

  • Participate on proposal review teams.

You’ll Bring These Qualifications :

  • Bachelor’s Degree or equivalent experience.

  • 5+ years’ of related work experience preferably working within the BD acquisition lifecycle such as BD, Capture, Proposal Development and/or Recruiting.

  • 3 years supporting government proposal development, including staffing or pricing.

  • Experience developing staffing strategy and rationale for large volume complex bids.

  • Must be able to manipulate large data sets.

  • Experience working with Federal Acquisition Regulation (FAR), Request for Proposal (RFP), and Request for Information (RFI) experience with Federal Systems Integration and Management Center (FEDSIM) solicitations is desirable.

  • Excellent verbal and written communications skills and attention to detail.

  • Advanced Microsoft Excel skills- ability to create and manipulate Work Breakdown Structures (WBS) and the ability to create and manipulate data using formulas and other Excel features.

  • Must have or be able to obtain and maintain a US Government Secret or above security clearance.
