The Master Scheduler, with the Resource Manager, Network Architect and Program Manager is part of the focused and dedicated Program Management Team executing the FROST contract. The Scheduler will participate in controlling the sustainment and modification of the NOPS LANCE and supporting networks enabling satellite commanding on-orbit and launch activities. They will interface professionally and efficiently with external clients and internal technical and administrative staff at varied levels of experience and authority. The Scheduler provides detailed and accurate schedule reports and data sets with short turnaround times and is familiar with work breakdown structures. The Scheduler develops and manages schedules, aggregates schedules from other enterprise service providers, and prepares and explains performance metrics in conjunction with Project Managers. They meet with project teams, change managers, and service integrators, as required, in development of baseline schedules, updates and recovery schedules. The Scheduler tracks and updates schedules from inception to completion of the program/project.

Supporting Office of Space Launch NOPS mission, sustainment and operations personnel, and infrastructure.
Maintains and assists with project schedule
Creates, monitors, and analyzes project schedules in accordance with Government standards of best practice
Organizes, implements, and maintains scheduling management system supporting identified projects and their plans
Interacts with project team and task managers to define scope of work to develop and update detailed schedules, cost information, and identification of variances from original plan
Evaluates project schedule progress and performance and identify developing problem areas
Analyzes critical path and constraints to determine effect of changes to schedule and recommend work-around
Develops and updates weekly short interval schedules working with project managers, engineers, and other Government stakeholders
Briefs Govt Customer and Program Management on Program Schedule
Routinely monitors and provides awareness of schedule milestones deliverables for all project phases
Assists to set up tasks and sub tasks to ensure satisfactory realization of project contract requirements as scheduled
Interacts with customer and project staff to schedule work and coordinate assignments
Supports Service Providers to maintain timely and effective Change Management processes, procedures, and systems
Conducts analysis to determine alternative courses of action or recovery on slipped schedules
Assists Service Provider teams to develop and maintain periodic status reports to keep management informed on program progress
Identifies and communicates significant schedule risks to staff and management team
Documents identified project risks, mitigations, and outcomes based on input from teams
Maintain awareness of system requirements and extant challenges to identify areas of concern or improvement
You’ll Bring These Qualifications:
Current Top Secret/SCI clearance with requirement to obtain a CI polygraph
3+ years satellite operations
5+ years of experience relevant to position described above
An associate’s degree or equivalent experience in a relevant discipline.
Strong oral and written communication skills and ability to work within a dynamic operational environment
Strong organizational skills and ability to pivot within a dynamic operational environment
Proficiency with MS Office products
These Qualifications Would Be Nice To have:
NRO experience
Experience with testing, development work, or system integration
Collaborative mindset toward continuous process improvement
5 years' experiencewith Project Scheduling using Microsoft Project or similar Commercial Off the Shelf (COTS) scheduling tool
Highly responsible, team-oriented individual with a strong work ethic
Effective organizational skills with strong attention to detail
Strong verbal and written communication skills to ensure efficient and accurate schedule development and updates.
ITIL 4 Foundations
Experience with Agile Management tools

The proposed salary range for this position is:
$59,400.00 - $121,800.00
