What You’ll Get to Do:

We are seeking an Oracle EBS Techno - Functional Consultant to support a Marine Corps Oracle E-Business Suite (EBS) based logistics system that provides functions including asset visibility, supply, maintenance, readiness, task organization, request tracking, and financial information. The desired candidate will work as part of a Tier III team to process user assistance tickets that require in-depth technical and functional knowledge and expertise of Oracle E-Business Suite (EBS) and various logistics modules like Inventory, Bill of Materials, Install Base, Purchasing, Order Management, Fixed Asset etc. Additionally, will support the identification and resolution of EBS issues through development of reports, scripts, documentation, etc. Candidate will work across the organization to assess program office and solution compliance with applicable Federal, Department and Agency accounting and financial management law, policy and regulation.

Expected Responsibilities include:

  • Provides technical and functional expertise in incorporating new solutions to the business, resolve issues more efficiently, reduce repetitive tasks and support users performing mission critical business functions

  • Advanced knowledge and skill with Oracle R12 User Management, both FND and UMX, menus, sub-menus, and functions, including all aspects and elements of provisioning, Roles and Responsibilities, permissions and privileges, synch with HR, exclusions, security groups and grants.

  • Advanced Oracle R12 PL/SQL knowledge and skills, including optimization and performance enhancement, and in-depth experience 'translating' client / customer requests, questions and RFIs to SQL Queries to the right object and columns, and with the appropriate conditions and filters to provide what the client / customer is seeking.

  • Thorough, detailed, comprehensive, meticulous approach to analysis and solution development. (everybody thinks they want fast, until they get fast, wrong results - much prefer a careful, calculated analytical approach, with a solution that works the first time)

  • Triage, troubleshoot, and correctly route Oracle application issues transferred to TIER III. Create Change Requests as necessary for interim and/or permanent solution as applicable solution.

  • Troubleshoot technical and functional issues and provide solutions through configurations and setup changes

  • Establish and build process management procedures and create/update SOP for work around

  • Provide recommendations for correcting repeated issues

  • Perform impact analysis of the product updates released periodically by the vendor

  • Review Technical Design Documents and code to understand and gain knowledge about the functionalities of different RICECPW components.

  • Develop ad-hoc SQL queries to troubleshoot TIER III issues

  • Execute necessary technical and functional steps to resolve TIER III tickets.

  • Apply functional builds to pre-production and production instances during cutover.

  • Run pro-active SQL scripts to identify and resolve production issues.

  • Troubleshoot and resolve EBS workflow issue in pre-production and production environment.

  • Provide technical and functional support to development team.

  • Contribute to solution audit readiness and evaluating internal control processes

  • Contribute evaluating the Oracle ERP solution for compliance with applicable federal laws, regulations and policies

  • Contribute risk assessments to identify potential DoD Agency risks and mitigation strategies

  • Create and Terminate users in application as per the security guidance

  • Assign application responsibilities to users.

  • Ensure Segregation of Duties (SOD) are maintained as per the program guidance while assigning responsibilities.

Required Qualifications:

  • Bachelor’s degree in Logistics and Supply Chain Management, Computer Science, or equivalent experience

  • More than 10 years of Experience in Oracle EBS Supply Chain Management modules R12

  • Experience working in multiple large Oracle EBS programs, specifically in federal agencies, including but not limited to, DOD agencies

  • Experience in Marine Corps / DoD supply and maintenance processes

  • Experience investigating, researching, and resolving production issues and performing Root Cause Analysis

  • Strong technical knowledge of Oracle modules, including but not limited to Inventory, Install Base, Maintenance, AP, PO, GL, FV, FND, FA, & User Management

  • Strong in PL/SQL, Reports, Forms, XML, BI Publisher, Alerts and Workflow development (customizations and extensions)

  • Familiar with Oracle EBS and/or SCM base tables

  • Experience in requirements analysis, solution design, configurations, testing, documentation

  • Experience in implementing solutions integrating Oracle EBS with various interface partners

  • Excellent written and oral communication skills

  • Ability to adapt to changing business processes, technologies, and environments

  • Ability to detect and address audit issue issues proactively

  • Ability to obtain and maintain an Interim Secret Clearance.

  • Ability to obtain and maintain Security+ certification.

Desired Qualifications:

  • Familiarity with DoD and DFAS financial processes and procedures

  • Experience with two or more Oracle Federal Financials process areas, specifically with the DoD business functions of Budget to Report, Cost Accounting, Order to Fulfill, Procure to Pay, Acquire to Retire and Time and Labor

  • Federal consulting experience identifying tactical and operational solutions, preferably in a DoD environment

  • Demonstrated experience with formulating and evaluating audit support documents and responses

  • Prior experience assessing/auditing Federal Financial Management solutions and processes for compliance with applicable laws, regulations and statutes

  • Prior experience planning and implementing risk management activities in for financial management in Federal or Defense workspace

  • Prior experience planning and executing Compliance Readiness Assessments

  • Knowledge of applicable laws, regulations and policies specific to Financial Management/Accounting solutions designed and implemented for Federal or Defense customers

These Qualifications Would be Nice to Have

• Expertise in Marine Corps / DoD supply and maintenance processes

• Experience in Agile

• Experience in data analysis with simple to complex SQL queries

Pay Range: The proposed salary range for this position is $86,200-$176,600. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
