CACI International Chief Engineer in Sterling, Virginia
CACI / BITS has an opening for a Chief Engineer for the Navy’s SPECTRAL shipborne signals intelligence contract, the Navy’s next-generation system designed to be future-looking and deployed fleet-wide. As Chief Engineer, you will report directly to the Program Manager to help shape our technical workforce, build our technical capabilities, drive technical capability insertion, improve program technical performance, grow our business, ensure the technical solution meets contractual requirements with rigor and disciplined systems engineering processes and procedures, and establish our team as the premier technical solution leader for our customers. The Chief Engineer must have a broad understanding of evolving technical trends, be able to recommend activities to position us to take advantage of those trends, and be creative in applying trends to meet our customers’ requirements. Additionally, the Chief Engineer will lead and mentor technical SMEs in developing, shaping and delivering technical solutions to contract requirements. Solutions must be focused to improve program performance and meet requirements while also support ongoing capture and proposal efforts. The Chief Engineer will also provide technical thought leadership to our customers and be the technical face of the program both internally and externally.
Lead technical team and overseeing disciplined approach to systems engineering across program effort to meet contractual requirements.
Support all phases of proposal development and review, particularly regarding developing technical solutions.
Lead identification and quantification of system goals, creation and assessment of alternative system design concepts, and selection and implementation of the best design.
Verify design is properly manufactured, integrated, and tested, as well as conduct post-implementation assessment of how well the system meets requirements.
Conduct technical program briefs, assess root cause of technical issues, execute corrective action process, and ensure technical lessons learned are codified.
Identify skill gaps and partner with internal/external vendors to provide near and long term technical training to workforce
Display solid business acumen and help develop and support the business case for technology investments and applications as related to the SPECTRAL program.
Advise the program management team on how to leverage technology to improve program performance and growth.
Advise customers how to leverage technology and best practices to meet their current and evolving requirements.
Establish CACI as a technical thought leader within our customers’ mission sets.
Contribute to corporate Community of Practices for core capability sets.
Ability to self-learn, act on own initiative and work in a dynamic environment.
You will have extensive experience in the following areas:
SIGINT and Information Operations systems engineering
SIGINT and Information Operations hardware, software, and RF engineering, and Digital Signal Processing
Experience with system integration on tactical platforms
Bachelor of Science degree in a technical field (Electrical Engineering, Computer Science, or Communications Engineering)
Software Development Frameworks and Tools (e.g. DevOps, Jira)
Strong verbal communication and documentation skills.
Strong customer interaction skills.
You must have one of the following:
4-7 Years of job related experience and Bachelor’s degree
5 Years of job related experience and Master’s degree
3 Years of job related experience and Doctorate
Master of Science or Ph.D. in a technical field
Ten years’ experience in developing and implementing technical solutions in the SIGINT, RF, or Digital Signal Processing domains
Strong software development frameworks and tools knowledge (e.g. Agile development, Ruby on Rails, Puppet, Github)
Scripting and coding language knowledge (e.g. Java, PHP, Jenkins, Ruby on Rails, Python, VN, C#)
Scripting and automation technologies (e.g. PowerShell)
CONUS travel will be required.
