CACI is seeking a Senior C4ISR Manager responsible for planning, coordinating, and implementing C4ISR strategy across portfolio of PMS325 programs. Understand C4ISR requirements and develop applicable documentation for inclusion in DoD 5000.02 acquisition documents to support current and future PMS325 programs. Understanding strategy of stakeholders. Must have a detailed understanding of US Navy C4ISR systems and their applicability to US Navy auxiliary ships. Leveraging of existing Program of record (POR) to meet C4ISR needs.

  • Technical position with understanding of budget (cost, schedule, performance)

  • Shared costs among programs

  • Basis of Estimate Form 7300 review and recommendation

What You’ll Get to Do:

  • Focus on developing C4ISR plans and requirements in the pre-acquisition phase (prior to Milestone B), and for recurring Tech-Refresh for established ship building programs in execution.

  • Primary interface of PMS325 with PEO C4ISR (PMW 760 and other PMW’s) and Military Sealift Command (MSC)

  • Provide recommendations at the portfolio level for C4ISR that include impact of cost, schedule, and performance to PMS325 programs

  • Understand, interpret, and advise PMS325 senior leadership on strategic C4ISR issues affecting PMS325 programs

  • Engagement with PMS325 PAPM/APMs on C4ISR issues affecting their respective programs

More About the Role:

  • Interface with MSC to understand C4ISR strategy and requirements.

  • Participate in C4ISR portions of Capabilities Development Document (CDD) development for future programs and requirements updates to CDD for existing programs.

  • Coordinate and broker solutions for applicable PMS325 programs

  • Prepare and provide input to Plan of Action and Milestone (POA&M)

  • Analyze, evaluate, and provide recommendations for the planning, development, monitoring and execution of procurement and contractual documentation documents.

  • Perform other program management and acquisition tasks as assigned.

  • Support meeting on-site (travel) as required by the program office.

You’ll Bring These Qualifications:

  • Bachelor’s Degree, engineering discipline preferred

  • US Navy C4ISR background auxiliary ships (preferred) or combatants

  • 10 years or more experience in US Navy or Coast Guard ship acquisition (DoD 5000.02 or equivalent) including Acquisition program documentation from Acquisition Category (ACAT) I through Non-ACAT programs.

  • Strong organization and time management skills

  • Good interpersonal skills to work with project teams and stakeholders

  • A Secret clearance is the minimum requirement to begin employment

  • Strong skills in Microsoft Office

  • Good written and verbal (English) communication skills

These Qualifications Would be Nice to Have:

  • High proficiency with MS Project

  • Experience in the Navy or Maritime environment

  • Great interpersonal relationship and customer service skills

  • Project Management Professional or DAU Program Manager Certification

  • Experience with Military Sealift Command ShipsKnowledge of SEA 05D programs
