What You’ll Get to Do:
Become a part of our efforts to support the Federal Protective Service (FPS) of the Department of Homeland Security (DHS). FPS conducts the full spectrum of protection activities using threat-based information. Their investigation and intelligence-coordination capabilities provide a compass to direct operations to protect facilities ahead of threats—before they occur. They share and source information with security partners and stakeholders to conduct analysis and identify dangerous threats and use this analysis to inform security operations to prevent terrorism, manage cyber and physical risks to critical infrastructure, and protect government employees, property, information, and operations.
More About the Role:
You will be an important part of a team providing critical support to the Federal Protective Service (FPS) which has a need for continued contract Management and Program Support Services throughout its Headquarters Executive Management Office and Divisions staff and Regional Offices. You will deliver to FPS services that facilitate national coverage of management and program support which can be effectively and efficiently used to perform various management activities in conjunction with Agency mission. You will:
Fleet Management
Managing the successful completion of key process deliverables throughout the end-to-end life cycle of the fleet
Consistently reviewing existing processes to identify gaps, streamline and improve results
Monitor and track quality of fleet data entry in multiple internal and external systems
Manage multiple work streams simultaneously across both internal and external stakeholder groups
Identify key stakeholder dependencies and create value propositions to drive engagement, alignment, and on-time completion of tasks
Vehicle Management
Maintenance and repair oversight
Vehicle upfitting, decommissioning and disposal
Conduct studies and implementing necessary actions to ensure proper utilization of all motor vehicles and related resources
Assist in the continuous development and implementation of a Vehicle Allocation Methodology (VAM)
Operations & Administrative functions
Assist in oversight, analysis and provide recommendations for the Home-to-Work (HTW) transportation program
Ensuring timely and efficient response to data and information calls and mandatory reporting requirements
Establish Asset tracking solutions utilizing telematics to improve agency reporting requirements and automate vehicle reporting
Review motor vehicle lease and purchase orders to ensure that vehicles are acquired in compliance with federal mandates
Reviewing regional acquisition and replacement plans
Provide training and technical assistance to component fleet managers
Fueling and fuel management
Management and compliance reporting
Analytical tools and management training
Fleet management information systems
Vehicle storage and parking
Transportation Services
Assist in the establishment of a Motor pool and operation program
Assist in the establishment of an agency Ridesharing program.
Financial Management
Process Purchase Card Transaction Worksheets (PCTWS) for purchase card
Process Fleet Card Transaction Worksheets (FCTWS) for Fleet cards
Support budget management
Prepare and submit various budgetary items to include G514s, and reallocations etc.
Support the FPS Fleet Chief with ensuring invoices are accurate and paid on time
Support vehicle delivery issues and address with GSA Fleet, and Contracting Officer’s Representatives (CORs)
Project Management
Perform vehicle data management, project management, and statistical reporting
Lease Cost Analytics, Forecasting, and Trends
Utilizing GSA applications to identify lease bill discrepancies for which the Administrative Support Division (ASD) will request a credit
Create SOW in accordance with program requirements
Validate new vehicle requests utilizing all FPS and DHS policies and guidance
Program Management (in support of Regional FPS)
Manage program files via government data sharing and storage solutions
Track and update all cost, services, and expenditures. Provide updates to Program Management and ASD budget liaison
Assist in development of project requirements and Statements of Work (SOWs)
Ensure timely deliverables by monitoring project schedules and milestone
Develop IPT supporting documents and take, verify, and distribute minutes from IPT meetings
Review vehicle requirements
Conduct site visits during vehicle upfits, substantial completion and punch list walkthroughs, and requisitions’ funds for change orders
Coordinate and execute all aspects of vehicle transfers from vehicle control officers and stakeholders
Liaise with vendors to generate vehicle upfit technical requirements, equipment, specifications, cost estimates, and production and installation schedule updates
Generate acquisition support documents
Provide project status updates to Program Management and ASD leadership
You’ll Bring These Qualifications:
Six (6) years of experience in related work conducting analytical and support activities related to task area
Six (6) years of project management experience in related work and support activities
Six (6) years of writing SOW in related work and support activities
Bachelor’s degree
Ability to communicate effectively, both orally and in writing
Ability to conduct detailed research and analysis of technical data
Ability to read and interpret management policy, regulations, and directive
Proficiency in Microsoft Office 2010 or higher to include Word, Access, Excel, PowerPoint
Ability to work effectively with a group or independently
Ability to effectively manage several tasks simultaneously
Knowledge of the General Services Administration (GSA) procurement process and procedures
Proficient working knowledge of AutoCAD
