What You’ll Get to Do:

  • This will be an important role as the Foreign Liaison Officer (FLO) Support Manager for a major NAVSEA Acquisition Program Office based in Washington, DC providing professional support to officers from a partner navy embedded in the NAVSEA Acquisition Program Office.

  • You will be the primary representative of the US Government office for the foreign officers chosen by their navy to perform their work in US Government offices in Washington, DC; Marinette, WI; or Mayport, FL

You’ll Bring These Qualifications:

  • US Citizenship is required with Secret Clearance

  • Batchelor’s Degree or prior Navy experience

  • 5+ years of related experience

  • Experience in foreign military sales (FMS) case development including drafting of Pricing and Availabilities (P&As), Letters of Request (LoRs) and Letters of Offer and Acceptance (LOAs)

  • Experience using Defense Security Assistance Management System (DSAMS) and entering case requirements and notes

  • Basic understanding of FMS transportation regulations, i.e., shipment Transportation Account Codes (TACs)

  • Familiarity with the Security Assistance Management Manual (SAMM) and its application to FMS case development and implementation

  • Familiarity with the common Navy FMS stakeholders (Navy International Programs Office, Defense Security Cooperation Agency, ) or equivalents in other service branches

  • Independently motivated to contribute to a high-functioning team in a high-pace program office

These Qualifications Would be Nice to Have:

  • Experience building a new FMS case in DSAMS

  • Familiarity with naval acquisition processes and procedures and NAVSEA organization

  • Military Technology Control Regime (MTCR) certification

  • Familiarity with Technology Transfer and Security Assistance Review Board (TTSARB) and other Navy foreign policy procedures
