What You’ll Get to Do:

Perform executive-level strategy and policy formulation, analysis, and consulting support to the Department of Defense, Chief Information Officer across the Defense Information Enterprise for the

Joint Information Environment, Mission Partner Environment, and Joint Command and Control. Use strategic planning and systems engineering disciplines to help develop Office of Secretary of Defense level policy guidance and strategic direction, oversight, governance and compliance for enabling Joint C2, Joint Cyber C2, Joint Information Environment, and DoDIN architecture.

You are recognized for strong expertise in industry issues and trends. You will use functional area expertise gained through direct industry experience to assess the operational and functional baseline of an organization and its organizational components. Work with senior managers and executives to provide IT and networking vision and strategic direction with regard to their enterprise. Guide the determination of inadequacies and/or deficiencies that affect the DoD CIO Information Enterprise’s ability to support/meet organizational goals. Generate functional area strategies for enhanced operations in a cross-functional area mode throughout the organization. Participate in account strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products.

More About the Role:

Provide subject matter expertise in the areas of enterprise strategy, policy, programmatic, requirements, capability and resource analysis applicable to joint and Component-level Command and Control (C2) capabilities including C2 applications, services, and infrastructure in all domains (air, land, maritime, space, and cyberspace). Example focus areas include: Global Command and Control System (GCCS) Family of Systems, Joint Planning and Execution Services (JPES), Deployable Joint Command and Control System (DJC2), Air Operations Center Weapons System, tactical C2 systems, Command Post Computing Environment, Maritime Tactical C2 (MTC2), Joint Battle Command-Platform, and others. Provide assessments of compliance with Department guidance, mandates, and standards; technology insertion; performance and scalability; and interoperability. Develop joint C2 analytical products that provide detailed comprehensive overviews of associated C2 systems, identify critical capabilities, capability gaps, and roadmaps to guide the strategic and incremental evolution and modernization of joint C2 capabilities within all operating environments.

Ensure successful IPv6 deployment across the Department. Develop and coordinate network modernization and optimization plans for DoD transformations such as JRSS, the 4th Estate Network Optimization and the One NIPR/One SIPR initiatives. Ensure DoD Network and Cyber SA initiatives reflect the needs of all stakeholders, and earn their trust, and overcome obstacles to streamline adoption. Ensure DoD Network and Cyber SA planning is practical, achievable and cost effective. Ensure DoD CIO identifies One NIPR/One SIPR solutions with stakeholders that are both implementable and achieve substantial operational cost savings. Ensure DoD Enterprise Network Operations (ENO) initiatives reflect the needs of all stakeholders, including coalition partners and industry for streamlined adoption. Use effective reporting mechanisms for supporting ENO Senior Leader decisions. Ensure common regional operations center standards and solutions meet the operational requirements of the DoD warfighter community. Analyze operating center network management services to leverage understanding of current industry best practices in ITSM. Assess and deploy focused cyber advances within a controlled management framework. Leverage cloud technology to enhance scalability and performance of cyber analytics. Develop metrics for and monitor these initiatives to ensure they support Department priority goals for increased security, enhanced effectiveness and efficiency gain across the DoDIN. Analyze global and regional operations centers established for DoDIN Operations and Defensive Cyberspace Operations (DCO), providing recommendations on enhancing network optimization capabilities and enhancing C2 of NetOps in cyberspace, focusing on enhancing cyber analytics and ITSM-based capabilities

You’ll Bring These Qualifications:

20 years related experience; PhD in field (IT, Systems Analysis, Operational Research, Strategy, or similar) or 2 additional years of experience with Master’s degree; 4 additional years of experience with Bachelor’s degree; 8 years of additional experience with no degree.

Experience in a federal contracting environment with preference in a DoD environment

Visionary, leader with deep breadth and knowledge of network technology

Experience and understanding of network security

Strong presenting and briefing capabilities

These Qualifications Would be Nice to Have:

Specific experience with DoD CIO, JIE, DoDIN, Federal Government communications systems.
