What You’ll Get to Do:

You will be part of a highly skilled team that supports the Chief of Naval Operations (OPNAV) in his responsibility to resource the warfighter and provide forces to combatant commanders. The Surface Warfare Directorate, N96 acts in support of the Deputy Chief of Naval Operations for Integration of Capabilities and Resources, N9. N96 is the requirements sponsor for all Surface Warfare programs. N96 implements N9 responsibilities for determining force levels, shipboard and related support requirements and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. N96 serves as N9’s principal advisor on surface combatant warfare matters; serves as N9’s principal advisor on anti-terrorism/force protection/Chemical Biological Radiation and Nuclear (CBRN); exercises N9’s centralized formulation, coordination, supervision and execution of Navy shipbuilding and conversion programs for the surface combatant ships; serves as N9’s representative in those matters involving relationships with other governmental agencies; and develops assessments for the appropriate Joint Capability Areas under the Sea Strike, Sea Shield and Sea Basing pillars.

More About the Role:

--As Sr. Program Analyst you will contribute to the N96 mission by providing on-site support, strategic analysis, and well-integrated/coordinated support in accordance with DoD program requirements management and acquisition oversight policies and strategies.

--White papers, concept papers, MOA, impact statements, technical reports, meeting summaries, or other material that document meetings, test results or analyses, and/or pertinent issues relating to the overarching Defense Planning Guidance activities.

--Support for efforts related to the various acquisition processes involving systems/equipment to include JCIDS and PPBE.

--You will provide expert level JCIDS and PPBE support.

--Support for strong relationships and open communications with Program Offices and related government activities and industries under contract to the Program Offices.

--Total Ownership Cost evaluations

--Reliability, maintainability and availability analyses.

--Tradeoff studies and assessments. Assist/participate in feasibility, rough order of magnitude, and concept studies.

--Risk assessments

--Background for responses to Congressional, DoD, other Government agency or industry inquiries to include researching policy/procedures and providing back up analysis .

You’ll Bring These Qualifications:

--DoD Secret clearance;

--Minimum of ten (10) years of hands-on experience in performing operational functions and applying mission associated concepts, policies, requirements processes, and program guidance. Experience includes regular interactions with senior Navy/DoD leadership internal and external to affiliated organization;

--You will have intimate knowledge of surface combatant combat systems and weapons systems component programs to include primary interfaces; extensive knowledge and experience in schedule and performance/technical aspects of current, future, and interrelated programs; Fleet, International, and Commercial contacts which includes Navy and Joint programs;

--Held one or more of the following designations and/or participated in one of the following warfare areas:

  • 1100s/1300s/1840s/Sr. Enlisted (SW) (AW) (SS)/NavCiv with hands-on surface, aviation, operational warfare experience, including AEGIS, CWIS, Cyber.

--You will need to have an in-depth understanding of one or more of the following warfare areas:

  • CIWS, RAM and SeaRAM employment and interrelationships with the respective ship class combat systems, weapon system command and control (C2) and fleet training and manning infrastructure; and/or

  • OASuW employment and interrelationships with the respective ship class combat systems, Harpoon, Anti-Surface Warfare Command and Control (C2) and Anti-Surface Warfare fleet training and manning infrastructure.

These Qualifications Would be Nice to Have:

--Experience with reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution.
