What You’ll Get to Do:

As a Policy Analyst, you will advise the Office of the Assistant Secretary of Defense for Homeland Defense and Global Security customer on current and emerging interagency and intergovernmental issues regarding the intersection of DoD equities with other Federal agencies, State and local officials, and private sector stakeholders. You would provide strategic and operational analysis and policy advice on wide range of areas, but especially the use of DoD assets to support domestic security and civil support activities. In a very high tempo environment you could expect to draft and review/edit white papers, interagency correspondence, briefing materials, policy guidance, and other documents as directed. This Policy Analyst will travel within CONUS up to 25% to participate in meetings, forums, conferences, etc. This work will be performed in government spaces in the Pentagon, the Mark Center in Alexandria, or other government facilities in the National Capitol Region.

More About the Role:

  • Participate in senior level discussion forums on homeland defense and defense support of civil authority (DSCA) operations.

  • Produce technical assessments for strategies and plans that support the development, coordination, implementation and execution of the Department’s participation in the National Exercise Program.

  • Advise HD&GS leaders and other senior DoD officials on all aspects of exercise content related to homeland defense and DSCA policies.

  • Provide expertise to enable national and DoD policy makers to coordinate and implement Federal, state, and local prevention and preparedness planning for response capabilities.

  • Coordinate and staff draft policies for comment, address critical and substantive comments, brief senior leaders on critical issues, and incorporate resolutions into final policy documents.

  • Review and assess the impact of new or proposed policies and provide a recommended course of action to appropriate management officials.

  • Maintain awareness of public policy issues, especially concerning authorities for DoD support to civil authorities and how those matters are addressed in national and DoD exercises.

  • May serve as an Action Officer on a variety of topics.

  • Be a recognized subject matter authority in the field.

You’ll Bring These Qualifications:

  • Bachelor's degree or equivalent, and twelve to fifteen years’ experience or pertinent advanced degree and two years’ experience

  • Current TS/SCI Security Clearance

  • Completion of military staff college or war college

  • Strong understanding of Executive Branch interagency organization and DoD component organizations and missions

  • Experience in operations, force planning, or exercise design and execution at Service, Combatant Command, or Joint Staff level.

  • Five or more years’ experience in supporting DoD participation in USG national-level exercises, DoD combatant command level exercises, or operational level exercise planning.

  • Exercise planning expertise to develop, coordinate, implement, and execute DoD’s participation in the NEP, the CJCS Exercise Program, and the COCOMs’ Exercise Program.

  • Strong policy knowledge and background

  • Superior ability to communicate in writing; if selected for interview submission of writing samples will be required

  • Ability to interface routinely with clients at highest levels of an organization
