What You’ll Get to Do :

The Department of Justice Law Enforcement Services and Information Sharing (LESIS) project office is seeking a Procurement Specialist. As a qualified candidate you will bring a combination of strong communication, analytical, and organization skills, and experience in government procurement and budgets. The primary responsibility of this position is the submission of procurement documents, with follow up to ensure placement. The secondary responsibilities of this position are asset management and assisting in the management of all budget-related activities to include budget recommendation, forecasting, and tracking procurements and labor, and invoice processing. The ideal candidate will be an experienced acquisition analyst with strong knowledge of the federal procurement and budget processes.

More About the Role:

As part of the team, you will be responsible for the submission of procurement documents, with follow up to ensure placement, as well as tracking procurements and non-labor invoice processing. The secondary responsibilities of this position are assisting in the management of all budget-related activities to include recommendation, forecasting, and management.

You will have additional responsibilities and tasks that include:

  • Perform advanced technical and professional procurement work and is responsible for all aspects of the procurement cycle, from initiation to contract closeout, for a variety of hardware, software licenses and renewals, and other commodities.

  • Establish and maintain effective communication, both verbal and written, with LESIS program leadership, service providers, and JMD Financial and Procurement staffs.

  • Prepare DOJ procurement documents, submit the documents, and follow the documents through the process to ensure contract placement

  • Alert the GS15 of any procurements that are not on track

  • Lead the inventory process for all assets including oversight of physical inventories, asset tagging, and monitoring inventory levels.

  • Effectively and routinely communicate procurement plans and status to team members, government management, and CACI management. This includes both the preparation and presentation of Procurement Actions status on a weekly basis, or as otherwise needed.

  • Manage personal tasks and coordinate assigned project work and activities

  • Update, implement and maintain procedures and SOPs

  • Seek management assistance to prioritize initiatives based on business needs and requirements as needed

  • Work closely with the projects team to understand details of procurement requirements

  • Liaise with suppliers & project managers regarding updates and details of goods

  • Identify suppliers of goods and services

  • Researching new vendor options and reviewing sale prices and quotes with different vendors or suppliers.

  • Review non-labor invoices for accuracy of goods delivered and process for payment.

  • Finding ways to improve the acquisition, procurement, and bidding process.

  • Manage, analyze, and process single/sole source requests, and unplanned purchase orders.

  • Corresponds with vendors on initial aspects of the business relationship related to procurement transactions.

  • Develop and prepare purchasing reports (word processing and spreadsheet programs). Process information into the Purchasing/Inventory application(s).

  • Maintain purchasing records. Act as Records Custodian and assure proper retention and annual disposition of LESIS procurements.

  • Author and update standard operating documents

  • Ensure timely completion of assignments

  • Ensure accuracy of documents by establishing an individual quality control system to discover errors prior to document submission.

  • Monitor performance and actions of suppliers, act as liaison between user department and vendor, and discuss problems related to LESIS’ various procurement transactions.

  • Review and evaluate for accuracy requisitions submitted by LESIS service providers; provide technical assistance to user personnel regarding their requirements and available competition methods and other options; and recommend alterations to reduce cost, improve quality, and/or facilitate delivery.

  • Follow up on all purchases and monitor open purchase orders.

  • Bachelor’s degree and 5 years’ experience or Master’s degree and 3 year experience

  • 5+ years of experience with financial/administrative reporting

  • Comfortable communicating with several federal government agencies and senior leadership

  • Well versed in procurement, and invoice processing. Secondary: labor tracking.

  • Strong Microsoft Office skills, especially Excel

  • Ability to perform data research and validate data entries against applicable policies

  • Ability to work independently and be self-motivated

  • Ability to complete emergent tasks while maintaining current assignments

  • Possess skills in data analysis, budget analysis, and problem solving with the ability to summarize information in concise reports for utilization in presentations

  • Excellent Customer Interface skills

  • IT equipment knowledge

These Qualifications Would Be Nice to Have :

  • Experience with DOJ budgeting (Unified Financial Management System) and procurement

  • Familiarity with FBI Criminal Justice Information Services (CJIS) Security Policy
