What You’ll Get to Do:
You will support the DoD Comparative Technology Office (CTO), which is the staff organization within the Office of the Secretary of Defense (OSD) that provides policy, technical, and management oversight for two technology prototyping programs - the Foreign Comparative Testing (FCT) Program and the Rapid Innovation Fund (RIF) Program .
More About the Role:
You will manage a diverse and integrated team of professionals working with the Office of the Assistant Secretary of Defense (OASD) to provide technical, analytical, engineering, and administrative support for prototyping programs in the CTO for FCT and RIF Programs. These efforts contribute to increased competition, strengthening of the U.S. industrial base, expanded opportunities for innovative prototyping, and speed the transition of cost- effective technologies into U.S. and allied acquisition programs. You will work collaboratively with the Office of Small Business Programs to provide technical oversight and management of small business proposals and projects that resolve operational challenges or save costs into acquisition programs.
As the Portfolio Manager, you will be the primary technical and managerial interface between CACI, and the Contracting Officer and Contracting Officer’s Representative. You will have full authority to act on all contract matters relating to daily operations and contractor personnel. You will support developing, monitoring, and updating an annual process that aid effective and efficient concept development, project management and execution. Duties also include providing sufficient expertise to assist the CTO Director and ODASD (EC&P) in identifying potential technologies and making decisions regarding acquisition, technical and operational performance, risk, and suitability for approval as a prototype and or operational testing, evaluation, and demonstration. In addition, you will:
Support the Director of the CTO and Office of the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P) in program planning;
Assist the CTO Director and ODASD (EC&P) in identifying potential technologies and making decisions regarding acquisition, technical and operational performance, risk, and suitability for approval as a prototype and or operational testing, evaluation and demonstration;
Enable and support CTO and ODASD (EC&P) oversight of ongoing and prospective prototypes and demonstrations; and
Enable efficient creation, storage and dissemination of the necessary information required for CTO and ODASD (EC&P) oversight of ongoing and prospective prototypes and demonstrations .
You’ll Bring These Qualifications:
Possess or have the ability to obtain a DoD TS/SCI security clearance;
Master’s degree and/or PhD; and
Ten (10) years of progressively responsible experience in technology management, program management, or test & evaluation.
These Qualifications Would be Nice to Have:
At least five (5) years of experience in one or more of the following:
Operating within the Pentagon/OSD, Military Service or Defense Agency staff, and/or Joint Staff environment;
Test and evaluation responsibility at a senior DoD facility or test range;
DoD Planning, Programing, Budget and Execution (PPBE) process;
Science & Technology, systems acquisition, or weapon system acquisition program management;
Commercial/private sector or Department of Defense (DoD) industry experience, such as: Small businesses, non-traditional defense companies, venture capitalists, and innovative companies; and
One or more of the following technology or specialty areas: Electromagnetic Spectrum Agility; Autonomous Systems; ISR (Intelligence, Surveillance, Reconnaissance) and Space Capability Resilience; Information Operations & Analytics; Novel Counter for Force Applications; or Special Operations .
