CACI is currently seeking a Senior FMS Contracts Analyst to support the NAVSEA Program Office for International Unmanned & Small Combatants, specifically the Acquisition Manager and Contracting Officer's Representative (COR). The location for work to be performed is located in Washington, DC. The successful candidate will be part of a highly professional team, results-oriented company and will provide acquisition support to the customer.
What You’ll Get to Do
Provide support services to the NAVSEA Program Office for International Unmanned & Small Combatants, specifically the Acquisition Manager and Contracting Officer's Representative (COR). Specific duties will include the following:
Develop strategic plans and acquisition strategies to enable procurement of goods and services to enable client to meet foreign customer requirements
Manage development of Request for Proposal (RFP) Packages to include Statement of Works, DD254s, Conduct Market Research, Independent Govt Cost Estimates, etc.
Assist with monitoring and execution of large multi-billion-dollar contracts (ship building, weapons systems development, training, etc.)
Assist with development and coordination of Contractual Correspondence, Technical Instructions, and Contracts Performance Assessment Reports (CPARs)
Develop contractual modifications and purchase requests, and upload into the Standard Procurement System (SPS)
Coordinate contract award efforts (TAR reviews, coordinate contract kickoff activities, etc.)
Coordinate with Industry, PCO, ACO, and COR to resolve contractual issues as necessary
You’ll Bring These Qualifications
US Citizen
Active Secret Clearance
10+ years of experience supporting US Navy / DoD contracting activities
Experience in leading and managing other acquisition professionals and has demonstrated good organization and excellent communications skills
Experience performing strategic planning on acquisition approaches, especially for complex and first-time procurements
Expertise developing acquisition approaches and related Statements of Work using various contract vehicles (FFP, CPFF, CPIF, full & open, blanket purchase agreements, etc.)
Expertise in developing contract line item structures, converting technical requirements into executable and logical frameworks and statements of work
Expertise in planning and creating justification documentation for approval of major procurements, and experience supporting and defending procurements to approval authorities
Expertise using WAWF, SPS, COR Tool, and related DoD, DON, NAVSEA contracting/financial systems such as Navy-ERP
Expert-level knowledge of FAR, DFARS, and DoD 5000 series regulations and laws, executive orders, statutes, policies, and principles of acquisition planning
Experience supporting NAVSEA Program Offices
Ability to work effectively with senior-level program managers and technical subject matter experts analyzing requirements documents and developing work statements
Excellent Excel, Word, and PowerPoint abilities and ability to create draft presentations for program office staff
BA or BS degree
These Qualifications Would Be Nice to Have
Experience supporting shipbuilding program
Experience supporting Foreign Military Sales (FMS) Programs
Possession of excellent customer responsiveness, adaptability, and flexibility skills
Possession of excellent resilience skills in the face of challenges or obstacles
DAWIA or FAC-C Certifications
