Position Summary:

Strategic Planning Analyst provides support for the development and refinement of two VA strategic plans: the VA Information Resources Management (IRM) Strategic Plan and the Enterprise Roadmap. Both plans are shaped by a combination of OMB requirements and VA guidance to tell compelling transformation stories. Both plans are developed through collaborative work with Subject-Matter Experts and through analysis of existing documents. The analyst needs to be able determine the right level of information to present in these plans based on the audience groups and objectives for the plans.

Key Responsibilities:

  • Review existing documents for applicable content; synthesize and visualize information from divergent sources

  • Repurpose existing content into the right length and complexity for strategic planning documents such as the IRM Strategic Plan and/or the Enterprise Roadmap

  • Determine how specific initiatives align with strategic goals and objectives

  • Review VA’s enterprise goals, objectives, strategies, and desired performance outcomes as defined by a variety of planning documents

  • Through analysis and stakeholder engagements, develop outcome performance measures over a multi-year time horizon

  • Develop briefing materials to socialize document contents and concepts

  • Repurpose information into web content


  • Proven ability to craft a coherent story from disparate sources

  • Able and willing to collaborate in a team environment and exercise independent judgment

  • Excellent verbal and written communication skills

  • Professional image with the ability to form good partner relationships across functions

  • Strategic, intellectually curious thinker with focus on outcomes

  • Strong analytical skills and critical thinking

  • Advanced knowledge of MS Office


  • Lead or supporting role in developing high-visibility documents

  • Experience in preparing strategic planning deliverables desired


  • Degree in Engineering or related scientific or technical discipline is required.
